file photoA security analyst with the Kofi Annan Peace Keeping Training Center, Dr. Kwesi Aning says Ghana has been a credible terror target and has been on Al-Kaeda’s list since 1995 because of what it has been doing globally as a country.
According to Dr. Aning, Ghana’s contribution of troops to peacekeeping missions globally has become a course for concern to the terror groups who may want to harm the country. He said “Ghana has been a target since 1995” adding that “Ghana has projected itself over the last 40 or so years as one of the most credible troop contributing countries in this world… “Although we haven’t directly linked our peacekeeping activities to the potential that may happen in terms of terrorists targeting us, it is now becoming clear that because of what we do internationally and the reputation that we get, even an attack that is not necessarily at us would be perceived as such.” Dr. Aning was speaking on Joy Fm and said Ghana “is the 8th or 9th most important troops contributing for peacekeeping globally and we have contributed troops to some of the most dangerous places eg. Mali, Lebanon a host of other countries.” Threats of Ghana being a potential terror target dominated media and public space discussions in last few months has. The President, John Dramani Mahama and the Ghana Police Service have encouraged Ghanaians to be calm although the threats have even taken a spiritual dimension. Recent attacks in the sub region have raised tensions in what some describe as causing fear and panic. US, Ghana to partner on anti-terrorism exercise

file photoBeginning April 26, 2016, the governments of the United States and Ghana will launch Epic Guardian 2016, an 8-day joint readiness exercise.
Epic Guardian is a regularly scheduled training exercise held in Africa and designed to increase the effectiveness of US and African government entities and security forces in responding to international threats such as trafficking and terrorism. Previous exercises of Epic Guardian were held in Malawi, Cameroon, Djibouti and the Seychelles. A separate portion of Epic Guardian 2016 will involve similar coordination between the United States and Cape Verde. The US government has been working directly with the government of Ghana to plan Epic Guardian 2016. The exercise will take place primarily on Ghanaian military premises. Personnel from the Ghana Police Service and the Ghana Armed Forces will participate and will be joined by units from United States Africa Command (USAFRICOM) and Special Operations Command Africa (SOCAFRICA). The training will involve personnel reacting to a simulated crisis and will cover a broad range of topics, including theater strategic planning, intermediate support, logistics, intelligence, and strategic communications among others. Training will consist of staff crisis action planning, deployment of forces, completion of field exercises, and redeployment of forces. “International threats require international solutions,” said U.S. Ambassador to Ghana Robert P. Jackson. “Epic Guardian is an opportunity to strengthen our bilateral relationship and to demonstrate our long-term commitment to supporting Ghana as it works to counter international threats and ensure stability and security for Ghanaians.” The training will increase Ghana’s capacity in areas such as communications, logistics, intelligence gathering and analysis, crisis planning and response, and inter-operability—all with the goal of providing for greater security and stability for Ghana and the region. The US government is committed to supporting partner nations and regional allies in Africa and is proud of our robust and wide-ranging partnership with Ghana. Ghana has previously hosted many joint and multilateral exercises, including Western Accord 13 and Obangame Express 2015. “Security cooperation is a vital part of the U.S.–Ghana partnership,” said Jackson. “We thank the government of Ghana for its ongoing cooperation to help increase regional security and we will continue to work together with African partners to promote stability on the African continent.” Source: tv3network.com|Ghana

Ghana Aids Commission cash trapped

file photoThe Ghana Aids Commission has appealed for financial support from the private sector to meet its funding needs to enable it to procure more test kits and anti-retroviral drugs to manage the national response.
The Director-General of the Ghana AIDS Commission, Dr. Angela El-Adas said the country has achieved positive results in the management of the HIV infection over the decade. Recent reports indicate that the HIV situation in Ghana has improved although there is more room for improvement. Despite efforts at containing the disease, some people continue to die from AIDS, but there was a 30 per cent reduction in annual AIDS deaths from 16,320 in 2010 to 10,074 in 2013. Among the successes of the Ghana Aids Commission and its partners is a significant increase in demand for HIV prevention, treatment, care and support services, driving up the cost of implementing the national strategic plan for HIV and AIDS. Speaking at a private sector roundtable discussion on resource mobilization for HIV/Aids response, Director General of the Ghana Aids Commission, Dr. El-Adas said more funds are required to keep the pace of work and reaching the vulnerable. She said as a result of Ghana’s lower middle income status, donor support for the commission to manage the national response has declined. Dr. El Adas said “we have the challenge of the test kits which is used for the day to day testing and that is hard to get, how much more moving into campaign mode? Due to the global target to test about 60 million people a year, the one million test kits we have is just a drop in the ocean.” Minister of State in charge of Private Sector Development, Dr. Rashid Pelpuo on his part he said total commitment was required to stem the tide of HIV infections through the mobilisation of funds locally to sustain the gains made in the national response. He said the overall involvement of the private sector in the national HIV response had been quite minimal relative to its capabilities. The representatives of the private sector pledged to support the initiative by the commission to raise funds to carry out its programmes. The country recorded a consistent decline in general adult prevalence of HIV from 3.6 per cent in 2003 to 1.3 per cent in 2013. Pupils study under trees as contractor abandons project

On January 3, 2016, TV3 reported how the three classroom block constructed in 1996 has outlived its usefulness and the dangers that teachers and pupils of the school are faced with. District Chief Executive Mohammed Lukumanu Amin at the time revealed plans by the District to immediately construct a pavilion for pupils with some bags of cement donated by the Member of Parliament, Ibrahim Dey Abubakari. However, three months on, the structure – which has virtually become a death trap – still accommodate and is yet to receive attention from the District Assembly despite the severe cracks. The situation according Headmistress Madam Rebecca Sekere has affected enrollment. Enrollment since its establishment in 1996 have been around eight hundred pupils but dropped to less than four hundred pupils in the 2015/2016 academic year. She attributes the fall to what she termed as “inconducive environment which is not attractive enough for parents to enroll their wards”. Pupils are left under the mercy of the weather with residents turning the school premises to a thoroughfare to the main township. The school located at the center of Salaga was established as a community school by residents with a three-classroom block to accommodate Nursery One to Three pupils but was in 2007 absorbed by government. Immediately after government absorbed the school, the construction of a six-classroom block commenced to provide shelter for pupils, but since her assumption as the headmistress of the school, Madam Rebecca Sekere says she has never seen the contractor at work. She added that efforts by the Parent-Teacher Association (PTA) in making several calls to the Salaga District Education Directorate and the Assembly to get the contractor back have proven futile. However, District Chief Executive Mohammed Amin Lukman has maintained that “the six abandoned GET Fund classroom block will be awarded to a new contractor soon”. “The state of the school is an indictment to the Assembly hence will explore all means to fix the structure,” he added. Weak global economy threatens progress to end extreme hunger – Jim Yong Kim

file photoWorld Bank Group President, Jim Yong Kim, says a weakening global economy threatens progress toward ending extreme poverty by 2030.
The Bank has downgraded its global growth economic forecast this year to 2.5 percent from 2.9 percent. “In the global economy, there are not many bright spots around the world — the United States is one among the developed economies and India is another among the middle-income countries. Growth remains weak in Europe and Japan, and among emerging economies, Russia and Brazil are projected to post negative growth once again”, said Mr. Yong Kim. He was addressing the 2016 Spring Meetings of the World Bank Group and the International Monetary Fund in Washington DC, USA. The Bank at its last meeting in Lima announced that for the first time the percentage of people living in extreme poverty around the world was projected to fall under 10 percent globally in 2015. Today, about 700 million people live in extreme poverty – a reduction of more than 1 billion people than 15 years ago. The World Bank President says more than $25 billion will be provided in loans this year to middle-income countries – $10 billion more than the Bank had projected. Including this year’s projections, World Bank lending will top $150 billion dollars in the last four years – more than any other four-year span in the World Bank’s history in a non-crisis period. “This increased demand underscores the importance for donor countries to support our replenishment this year for the International Development Association, or IDA, which gives low-cost loans or grants to the poorest countries,” said Mr. Yong Kim. IDA helps developing countries enact policies that promote inclusive economic growth, attract private sector investment, and invest in people’s education and health. “A strong IDA replenishment this year will be essential for us to work on our goals to end extreme poverty and boost shared prosperity, to continue our intense focus on the poorest countries in the world including in Africa and South Asia, and to broaden our work to tackle these global challenges,” he noted. In this period of global economic slowdown, the World Bank President, noted the challenges of forced displacement, climate change and pandemics, which he says the Bank is “working urgently and in new ways with partners to find solutions to these issues that affect all of us”. On climate change, Mr. Yong Kim said “we must deliver on the promises of the Paris climate agreement, and yet we’re seeing countries around the world about to sign agreements for the dirtiest source of energy, coal. So we’re working with countries right now to piece together deals that would make renewable energy cheaper than coal.” Meanwhile, the Vulnerable Twenty (V20) Group of Ministers of Finance met to collectively address economic and financial responses to climate change as a rapidly growing threat to growth and prosperity. The V20 called for an economic and financial revolution compliant with the new 1.5 degrees Celsius and global adaptation goals as enshrined in the UN Paris Agreement reached in December 2015 that was strongly welcomed by the Group. “We welcome the new World Bank Climate Change Action Plan and are requesting additional concessional finance in the context of debt sustainability to help realize our ambitions and scale up our own contribution,” said the V20 Chair, Cesar Purisima, Secretary of Finance of the Philippines. “We are encouraged by the progress we’ve made on climate accounting, risk pooling mechanisms, carbon pricing, and expanding financial access. Dr Schulman told Cosmopolitan.com, for every bottom there exists the perfect pair of knickers. He explained that bottom shape is determined by four factors: the position of the pelvis and hip bones, the fat distribution, the size and shape of the gluteus muscles and the way those muscles attach to the thigh bone. So have you been wearing bikini style bottoms when your behind is better suited to briefs or boy shorts? FEMAIL spoke to Elise Recour, general manager at luxury lingerie brand Gossard, to ask her how to dress to flatter each shape. According to Elise, we are in a golden era of underwear where, no matter what your bottom shape, you can find a pair of knickers that will flatter you. ‘In the old days, if you were a curvy woman with big hips, it could be very difficult to find underwear that suited you,’ she explains. ‘Now, thanks to new advancements technology, there are fabrics and clever materials that allow you to create a trompe l’oeil effect. A-SHAPE Pear-shaped women are likely to have A-shape bums and, says Dr Schulman, they should go for larger leg holes to accommodate their fuller thighs. A Shape ‘You’ll definitely want larger leg holes – and low-waist, hipster knickers will enhance your shape too,’ Elise adds. ‘The idea is to have a hip-revealing shape that will really emphasise the under-bum part.’ HEART An ‘upside-down heart’ shape is a round, pert derriere with extra volume around the lower part of the hip. ‘If you’re lucky enough to have a heart-shaped bum and a skimpy waist, you could wear almost any knickers,’ Elise explains. Heart ‘Midi-briefs look particularly nice on this body shape as they’re not too high, but they’re narrower at the side, which shows off a shapely bum. ‘Briefs are back on-trend – even in swimwear – as they flatter your narrow waist and make your thighs look longer, which in turn makes you appear taller. They’ll also show off your bum nicely.’ SQUARE If your hip bone and outer thigh are perfectly in line, then you’ll fall into the square category – and Dr Schulman recommends ‘boy shorts’ as they’re less likely to ride up and give you a wedgie. Square ‘These are perfect if you’ve got a flat bum, as shorts or boxer-style pants can add a bit more volume,’ Elise explains. ‘It’s also great to pick a pair with a seam running up the middle with a bit of gathering; this will be more flattering visually than a flat piece of fabric as it gives shape. ‘They’ll also sit nice and flat on the body; you won’t have the problem of the leg line rising up.’ V-SHAPE Women with narrow hips and broad shoulders are most likely to boast a V-shape bum, with the line beween your hips and pelvis angling inward – best enhanced with a classic pair of briefs that cups the bottom of your buttocks, according to Dr Schulman. ‘For this body shape, a slightly higher leg is flattering,’ Elise says. ‘It emphasises the waist nicely and flatters the silhouette.
