NPP wants Allotey Jacobs investigated by US gov’t

The New Patriotic Party (NPP) is calling on the US government to investigate Bernard Allotey Jacobs, a member of the governing board of Ghana’s National Petroleum Authority (NPA).

Mr Allotey Jacobs, who is also the Central Region Chairman of the National Democratic Congress (NDC), is on an official trip to the United States of America over a transaction between NPA and Authentix, a petroleum company in the US.

The trip has been overshadowed by an arrest hoax involving the NDC official. The hoax has stirred a simmering tension between British High Commissioner Jon Benjamin, who dismissed the arrest story, and some NPP officers.

“The NPP finds the attacks against the integrity of Mr Jon Benjamin unsavoury and diversionary,” a statement issued by Nana Akomea, NPP’s Communications Director, said.

“What we believe Ghanaians must focus on are the issues bordering on incompetence and corruption which the trip by the NDC Regional Chairman represents.”

Among the issues the opposition party raised is an investigation they are prescribing to be conducted by the federal government of the US.

THE REAL STORY IN THE “ALLOTEY JACOBS” SAGA

The New Patriotic Party wishes to urge all communicators, members, as well as sympathisers to not get involved in the unsavoury accusations against the British High Commissioner, Jon Benjamin, that he lied and aided corruption by defending the Central Regional Chairman of the National Democratic Congress.

Clearly, the British diplomat is not above criticism but it can be done without attacks on his person. The NPP finds the attacks against the integrity of Mr Jon Benjamin unsavoury and diversionary. What we believe Ghanaians must focus on are the issues bordering on incompetence and corruption which the trip by the NDC Regional Chairman represents.

We appreciate that the story over an alleged incident on the British Airways flight from Accra at Heathrow last Sunday involving Bernard Allotey Jacobs first emanated from a person who claimed, with evidence of presence, to have been an eyewitness on board that flight. Nevertheless, Ghanaians should have no reason to doubt the official statement issued by the representative of the British government in Ghana.

This “incident”, allegedly in the form of British Security Agencies boarding the said British Airways Flight from Accra to London and interrogating the Central Region Chairman on suspicion of money laundering, amongst other unproven allegations, according to the British High Commissioner, never happened, as per his thorough checks with the airport authorities.

In the absence of any form of evidence to prove otherwise, we urge all NPP members who have commented and may still be commenting on this issue to ceasefire and desist from attacking the British High Commissioner. We also condemn such baseless attacks.

Indeed, if there has been any diplomat who has been forthright and proactive in voicing his concerns about the high levels of corruption and incompetence in Ghana, it has been Jon Benjamin. From urging Small and Medium Enterprises in the country to demand government’s commitment to eliminate corruption and foster growth of the sector, to lamenting about government’s failure in not tackling corruption, Mr Benjamin’s pronouncements against rising levels of corruption in Ghana is well-documented and deserves commendation.

Indeed, the corruption and incompetence that have characterized the Mahama administration is readily evidenced in this “Allotey Bernard Saga” where the dealings of an important State institution, the National Petroleum Authority, is subjected to party cronyism and left in the hands of a board member who is bereft of the competence and expertise in the activities of the institution mandated to regulate, oversee and monitor the petroleum downstream industry in Ghana.

Authentix, a US company, which, according to Allotey Jacobs, has dealings with the NPA specializes in safeguarding clients in the refined fuels, pharmaceuticals, consumer goods, agrochemicals and spirits industries from counterfeiting, product theft, product diversion, smuggling and adulteration. It is an interest player in procurements in the petroleum sector, which the NPA has oversight responsibility.

It is essentially a 2-week paid holiday for Mr. Allotey Jacobs. In one breadth, he claims the Board of Directors of the NPA sent him to Dallas to represent the company. In another breadth, he states that the entire cost of his trip is being funded by Authentix. Both issues raise red flags in Ghana and in the United States of America.

The trip raises some major questions:

What was the purpose of the trip that appeared to have been sanctioned by the NPA Board of Directors?
What was the Board of Directors’ thought process behind choosing Allotey Jacobs to represent the NPA? Did competence inform the decision to settle on him? And if so, which competency?
Was the business class return ticket sponsored by the NPA or by the US company as claimed publicly by the NDC Central Regional Chairman?
Did the company also sponsor the business class return ticket for Mrs Agbenotor, the other NPA staff who was on the trip?
Did the company also sponsor their hotel bills, as the lowest rate at the Westin Galleria Hotel, in Dallas, where Allotey Jacobs is staying, goes for $2,800 a night. Or, are Ghanaian taxpayers paying for the NDC Regional Chairman’s 12-day stay at the hotel, which is estimated to cost at least $33,600 or $67,200 for the two?
Is the US company also providing per diem and if so how much?

If this trip is sponsored by the Ghanaian taxpayer, we wish to know if it is in consonance with the recent directive from the Office of Chief of Staff, ostensibly issued to curtail wasteful, expensive, luxurious travels by public officials.

If Allotey Jacobs’ trip, as he boldly stated on radio Monday, is being funded by Authentix, then we wish to draw the attention of the United States government to a possible breach of Federal rules.

The Foreign Corrupt Practices Act of 1977, as amended, 15 U.S.C. §§ 78dd-1, et seq. (“FCPA”), was enacted for the purpose of making it unlawful for certain classes of persons and entities to make payments to foreign government officials to assist in obtaining or retaining business. Allotey Jacobs’ claims on Citi FM’s Eye Witness News, gives cause for Authentix to be investigated by the SEC for flouting the FCPA.

Based on this disclosure, there is a possibility of an infringement of this specific provision of the FCPA by Authentix, and the NPP is by this, drawing the attention of the United States Embassy to this potential bleach.

The people of Ghana must see this usual habit of the NDC as highly unethical and smacking of the kind of corruption that has buried our nation under an ever-heaping pile of debts. It is wrong for a board member of state regulatory body such as the NPA to easily, willingly and boastfully open himself up to be corrupted by receiving perks from a company that has contractual interests in procurements to do with the very state agency for which the board member works.

This is just another example of the corruption and incompetence that have been the hallmark of John Mahama’s presidency.

We, however, encourage Ghanaian journalists not to be disturbed by the vile insults from the likes of Allotey Jacobs when they probe the propriety or otherwise of such actions by public officials.

Terry backs Mourinho to succeed at United

Chelsea captain John Terry has backed Jose Mourinho to succeed at Manchester United and described the Portuguese as the “best manager” he has ever played under.

Terry looked set to depart Stamford Bridge only a month ago but will now be preparing to face his former manager after accepting a one-year contract extension with the Blues.

After a protracted saga, Mourinho has replaced Louis van Gaal as United’s manager and Terry believes the Red Devils have appointed the right man to bring success back to Old Trafford.

“It’s fantastic news for Manchester United,” said Terry, speaking at the Horan and Rose charity dinner on Sunday.

“I’m sure that United’s fans and players will be delighted with that because, as I’ve said many times before, he’s the best manager I’ve worked under.

“It was unfortunate the way it ended at Chelsea this year but I wish him well because he’s also a great man. He’ll be great for Manchester United, I’m sure.

“The weather is slightly different maybe… but it’s a fantastic place to be and I’m sure he’ll settle in well with the likes of Ryan Giggs – hopefully he’ll stay and support him as well.”

Terry admits that he will find it unusual lining up against his former manager but expects the Portuguese to receive a warm welcome when he returns to Stamford Bridge.

“It’ll feel very different,” said Terry. “I’ve come up against Jose for various teams before so it will be interesting.

“He’ll get a great reception when he comes back to Stamford Bridge, for sure. First and foremost we have to look at ourselves this year and fight for the title.”

Chelsea will also have a new face in charge for next season after Antonio Conte was appointed Mourinho’s successor earlier this year.

Terry says he is excited to work with the experienced Italian and was pleased to resolve the uncertainty that surrounded his club future towards the end of a disappointing campaign last season.

“I’m delighted to sign another year,” he said. “It will be my 22nd year at Chelsea so I’m obviously delighted – I’ve been there an awfully long time.

“I’m looking forward to working under the new manager as well, it’s exciting times for all of us and hopefully we can improve on what was a disappointing season this year.

“At a big club like Chelsea, like all the other big clubs, you want to win trophies and be in competitions right until the last minute.

“This season we weren’t, so we have to learn from that and hopefully come back and be in the fight for a lot of trophies this year.”

Terry says he is already looking forward to the arrival of Conte and Mourinho, along with Manchester City manager Pep Guardiola, to the Premier League.

“I think it’s great for English football,” he said. “Not only what Leicester achieved last year with Claudio Ranieri coming in – Jose and Pep Guardiola up in Manchester, Conte coming to Chelsea. There’s real fight amongst the managers who’ll be eager to start well so I think it will be interesting times.”

The former England international, who won 78 caps for his country, backed Roy Hodgson’s side to impress at the European Championships in France this summer.

“I’ve just seen the boys and wished them well, they’re staying at my hotel,” he said. “I think they’ll do very well – the most important thing is to get a good start, get out the group.

“You need a bit of luck at tournaments so hopefully we’ll get a good draw and then who knows from then on.”

U.S. company swindles BOST of $109 million

A U.S based company, American Tank and Vessel (AT&V) has swindled the Ghana Bulk Oil Storage and Transport (BOST) to the tune of US$109 million.

This was revealed on Monday at the Public Accounts Committee sitting in Parliament with a team of officials from BOST and the Ministry of Petroleum.

The American company was paid the amount from a loan facility in 2006, to supply petroleum tanks and build two pipelines between Tema and Akosombo, but it failed to execute the projects.

Diplomatic efforts, as well as other out-of-court engagements by BOST to get the matter settled have since 2008 been unsuccessful.

Consequently, the Finance Ministry which served as a guarantor for the loan has been forced to defray the debt, although no work was done.

The acting Managing Director of BOST , Kwame Awuah-Darko said BOST had discussed the matter with the commercial section of the US Embassy but nothing had been done about the issue.

“As we speak now, the pipelines have not been supplied. They should have finished this by 2008, but has still not supplied the lines. Consideration has passed but the company has not delivered the projects,” he said.

Mr. Awuah said BOST currently owes the Ministry of Finance, because, as the guarantor, the Ministry took up the debt and settled it on its behalf.

Autopsy report triggers another violent reaction at Krofrom

kro12Angry youth of Krofrom are on rampage as they register their displeasure over an autopsy report exonerating three police officers in the murder of a 22-year-old man.

The residents in the Ashanti regional town had accused the police officers of using a taser on Richmond Osei aka Tawiah and beating him to death.

They claimed the police mistook him for an armed robber and subjected the deceased to merciless beatings on Thursday May, 26, 2016.

The residents engaged in violent protest which prompted the Ashanti Regional Police Command to arrest the three officers and commenced investigation into the matter.

However an autopsy report by the Komfo Anokye Teaching Hospital (KATH) said the man died of Heart failure, which it considered natural.

The autopsy was conducted by Dr Ossei Sampene the Pathologist and his assistant Dr Ernest Adjei all of KATH.

But family members and residents suspect foul play and have vowed to employ their own means to get justice for Richmond.

On Tuesday morning, the resident poured onto the streets to burn car tyres as they menacingly go about in open display of their dissatisfaction.

The youth group, who described the autopsy report as ‘cooked’, clashed with police officers who were deployed to the community to maintain order.

The angry youth smashed a vehicle belonging to the police, TV3’s Ashanti Regional correspondent Benjamin Aidoo reports.

The outnumbered police officers who felt threatened, Benjamin said responded by firing teargas to subdue the crowd.

The police say they want the tension in the community to calm and would later brief the media.

It would be a mistake to have Akufo-Addo as Ghana’s president – Kofi Adams

Nana Akuffo AddoThe country would be disadvantaged if Ghanaians make a mistake to elect Nana Akufo-Addo as president in the November polls, NDC National Organiser Kofi Adams cautions.

His warning is rooted in his claims that the NPP presidential candidate has disintegrated otherwise a “formidable” party he inherited from former President Kufuor.

“The party has clearly been disintegrated through the action, initiative and direction of Dr. Nana Akufo-Addo.

“The NPP today is a party everybody within it fears to speak his mind knowing too well that the anything that would be visited on him would either be an acid bath, or killed in the night when he is expected to be resting. That is the type of leadership that he is offering,” he observed.

Kofi Adams was reacting to a statement by Nana Akufo-Addo in France on Saturday that whilst some neighbouring countries have made giant strides in the last 5 years, Ghana, however, within the same time frame, and under the leadership of President Mahama, is going backwards.

“Cote d’Ivoire, five or six years ago was coming from civil war. The election in 2010 led to 100,000 displaced people, 3,000 people were killed as a result of the election between Laurent Gbagbo and Alassane Ouattara. In five years, because of good, strong leadership, Cote d’Ivoire is today the number one investment destination in Africa. They are growing at 9% a year and we are growing at 3.9%. Last year, Cote d’Ivoire earned over $12 billion in exports of its agricultural products. In the same time, we earned $2 billion,” he said.

But Kofi Adams told TV3’s News@10, Sunday evening that “Something really is wrong on the side of Dr. Nana Akufo-Addo because every other day he speaks, he gives credence that …this man no longer knows what is happening in Ghana and what is happening around him so he just get out there, he is given information and he puts it out, without checking.”

He maintained that President John Mahama has since assumption into office been investing in various sectors of the economy which he said would culminate into a total development of the country.

He said Akufo-Addo’s analogy “tells you clearly that Ghana must not make a mistake of having Nana Akufo-Addo the leader of this country otherwise, we will be seriously disadvantaged.”

He further stated, “a country that has not suffered war and has seen a certain consistent growth would not have the same space to grow as higher percentage like one that has suffered a decline because of war, so there is opportunity to invest in many other areas that were doing well previously which has just gone in…France that he was speaking at has not collapsed because its growing at one percent or 1.5%. So you must ask yourself nine percent over what?”
