COCOBOD staff rebuff ICU, GAWU accusations; insist on breaking away

Workers of the Ghana Cocoa Board (COCOBOD) are moving forward with plans to break away from two labor unions due to what they describe as the lack of support from the unions to their welfare and development at COCOBOD.

The unions are the Industrial and Commercial Workers Union (ICU) and the Ghana Agricultural Workers Union (GAWU).

“We are registering our own labour union to ensure that we provide the needed welfare support to the staff of COCOBOD and other workers in the cocoa industry,” the Chairman of the Supreme Consultative Council (SCC) of the COCOBOD, Idris Hassan said at a press conference.

The press conference was held to rebut allegations made by the ICU and GAWU that staffs of the COCOBOD were being victimized by the Chief Executive Officer of the board, Dr Stephen Opuni Kwame to join the new union.

The ICU and GAWU were reported to have said that COCOBOD staff that refused to withdraw their membership with them were placed on transfers as a punishment.

“Those who have questioned the credibility and the rationale behind this in-house union have been victimized through transfers from unit to unit and from one region to another, some within one month, having been transferred twice for no apparent reason, and this affected union leaders and other clerical staff who resisted the union busting tactics of the Chief Executive,” ICU and GAWU said in their joint press conference.

However, Hassan said the SCC has received more than 4,000 applications from staff of COCOBOD who have independently and willingly decided to withdraw their membership.

“ICU and GAWU are reacting because they know they will lose membership and substantial amount of revenue from our members,” he said.

“We are going to the Chief Labour Officer to ensure that the union is certified as a union of the cocoa industry to bring equity in the welfare of our members.

“We are going to bring a difference in trade unions in the country, where dynamism is celebrated.

“The labour act allows two or more people to form or join a union of their choice and so workers of the cocoa industry have the right to join a union of their choice.”

The ICU had filed a suit at the human rights court to challenge the decision of members of the COCOBOD Union Workers to leave ICU and form a union.

But the ruling by the court stated that the COCOBOD workers could not be prevented from forming their own union.

“The irony in this situation is that the ICU itself broke away from the Trade Union Congress (TUC), so why are they resisting a similar event now?” Hassan asked.

cocoa beansThe Industrial and Commercial Workers Union (ICU) and the General Agricultural Workers Union (GAWU) have called on the government to investigate management of the Ghana Cocoa Board (COCOBOD) over alleged corrupt practices.

According to ICU and GAWU, government loses over $10 million due to fraudulent activities undertaken by COCOBOD.

“This is done as thousands of tons of cocoa are sold by management of COCOBOD through the ‘Special Sample Residue’ method which are hidden from government and for which no proper accounts are maintained,” ICU and GAWU said in a joint press statement released today and signed by Solomon Kotei and Kingsley Ofei-Nkansah, General Secretaries respectively.

The statement further alleged that cocoa weighing systems are not properly calibrated allowing COCOBOD to collude with local processors to deliver more cocoa beans than the contracted quantity of beans.

“The cocoa weighing system used by COCOBOD is not accurate so most of the bags of coca weigh more than standard sales weight of 62.5kg. Therefore, all cocoa delivered in excess of the weight per ton is also paid for separate from the main contract sum,” ICU and GAWU alleged.

“We, therefore, call on the Minister of Finance and Economic Planning and government to investigate the management of COCOBOD for their corrupt practices,” it said.

The allegations, according to ICU and GAWU expose the rot and canker entrenched at the COCOBOD through which management of the COCOCBOD have employed dubious means to enter into numerous deals that caused financial loss to the state.

The new allegations are the latest attempt by ICU and GAWU to frustrate attempts by workers of COCOBOD from creating their own labour union.

Meanwhile, at a press conference yesterday, the Chairman of the Supreme Consultative Council (SCC) of the COCOBOD, Idris Hassan maintained that the staff of COCOBOD would go ahead and register their own labour union which will be independent of the ICU and GAWU.

“We are registering our own labour union to ensure that we provide the needed welfare support the staff of COCOBOD and other workers in the cocoa industry,” Hassan said.

“ICU and GAWU are reacting because they know they will lose membership and substantial amount of revenue from our members,” he added.

Unopposed Konadu to be confirmed at NDP congress today

The founder and leader of the National Democratic Party – NDP, Nana Konadu Agyeman Rawlings would be running unopposed for the flagbearer slot of the party at its congress which kicks off today.

Sources within the party have confirmed to tv3network.com that since nominations were opened, no party member filed to contest for flagbearer except Nana Konadu.

Positions being contested for include flagbearer, Secretary General, Communications Director and Women’s Organiser. The event would be held at the Trade Fair Center in Accra.

The theme for this year’s congress is United for Change: Probity and Accountability.

Some political watchers have linked the theme of the congress to the NDP’s severe criticsm of the Mahama administration which they have described as “most corrupt”.

The National Democratic Party (NDP) broke away from the governing National Democratic Congress in 2012 ahead of that year’s elections in what appeared to have been a shock to many a political enthusiast.

Speaking on TV3, communications director of the NDP, Ernest Owusu Bempah indicated that plans are far advanced for a successful congress.

An eyewitness told TV3 that four heavily armed robbers successfully robbed a wholesale full of provisions owned by one Alhaji Muntari. The robbers began firing indiscriminately into a crowd at the popular Akabaa’s street in the Zebilla township after an alarm was raised by the attendants and the nearby shop owners.

The robbers turned their anger on the attendants and shot at them. Unfortunately, one stray bullet hit and killed a middle-aged man.

 

The attendants Abdulai Awudu and Abudu Abdulai were rushed to Zebilla District Hospital for treatment. The body of the deceased, believed to be a Fulani, has been deposited at the Zebilla hospital mortuary.

According to another eyewitness, Nuhu Ibrahim, the four armed men were riding two motorbikes with guns suspected to be Ak 47 assault rifle.

The police were called to the scene but the time they arrived the robbers had bolted with their booty.

Downing Street has been accused by a senior Tory MP of “selling” policies for “cash and political favours”.

Bernard Jenkin claimed the government watered down the Trade Union Bill to ensure union support in its campaign to keep Britain in the EU.

Mr Jenkin told MPs “this stinks” like “cash for questions” and showed the government was at the “rotten heart of the European Union”.

But Business Minister Nick Boles said his claims were “not right”.

He told Mr Jenkin, who is a leading figure in the Vote Leave campaign, that “not every compromise is a conspiracy”.

Mr Jenkin made his comments in the Commons on the day the Guardian published an article jointly written by Prime Minister David Cameron and the former TUC general secretary Sir Brendan Barber.

In it, they say that “very special circumstances” have brought them together, adding that despite their political differences they are “united in our conviction that Britain – and Britain’s workers – will be better off in a reformed Europe than out on our own”.

Last week the government backed down over plans to end the right of workers to pay union subscriptions by deducting them from their wages.

MPs approved concessions to the Trade Union Bill on Wednesday following a series of defeats over the plans in the House of Lords. They included a climb-down on attempts to force all union members to “opt-in” to paying a political levy – which will now only apply to new members.

‘Wholly unexpected’

Mr Jenkin told MPs in the Commons: “Yesterday, the ministers’ concession was wholly unexpected.”

He questioned whether the changes were linked to reported claims that unions could donate up to £1.7m to the “Labour In for Britain” campaign to remain in the European Union.

Mr Jenkin said: “It has been confirmed to me through more than two independent sources that No 10 instructed these concessions to be made after the discussions with trade union representatives.

“This being true would amount to the sale of government policy for cash and political favours.”

He went on: “This stinks, this reeks of the same as cash for questions. This shows this government really is at the rotten heart of the European Union.”

But Mr Boles said the Cabinet Office had advised him there was no breach of the ministerial code and nothing for the prime minister’s adviser on ministerial interests to investigate.

Ping pong

Mr Boles said it was “customary” for ministers to have regular discussions with shadow ministers to discuss possible compromises that would secure the passage of a Bill.

“The Trade Union Bill is now in ping pong and, as is customary at such times, ministers have held regular discussions with shadow ministers to discuss possible compromises that would secure passage of the Bill and delivery of the commitments made in the Conservative Party’s manifesto,” the business minister said.

Mr Boles also said that the TUC, GMB Unite and Unison had declared their support for remaining in the European Union before concessions were offered.

He added that major opposition from peers, including prominent Conservatives, had encouraged the government to make concessions.

Director General in charge of Operations of the Ghana Police Service, Chief Superintendent Benjamin Agordzo says allowing presidential candidates to choose their own police guards will not amount to tagging the police.

He maintains that the objectives to ensure the parties are comfortable with the choices made.

Speaking to 3FM News on the sidelines of the Institute of Economic Affairs’ National Stakeholders Forum on Election 2016, Chief Superintendent Benjamin Agordzo said the arrangement is not a new one but has been in place since 2008.

He said “If they think that they can trust the professionalism of the police to give them any police officers then we will do that. This is not to compromise professionalism or anything but just the comfort of that person is very important…

“In 2008 we assigned police personnel to them 2012 we did it. Now the people who were assigned to presidential candidates were not dismissed. They were not tagged as NPP or NDC or CPP or PNC or GCPP police personnel, they are still in the service” he added.

These comments come on the back of the arrest of some three South Africans ex-police officers who were in the country to train persons believed to be the personal bodyguards of the New Patriotic Party’s flagbearer, Nana Akufo Addo.

The public debate drew the police’s attention to the protection of key political figures in the country. The police therefore said it would provide protection for the flagbearers of the various political parties by giving them six officers. Four officers for the flagbearer and 2 for the running mates.

According to him the police is working around the clock to ensure they play their role as stakeholders ahead of election 2016.

Chief Superintendent Benjamin Agordzor indicated that “we are doing a daily kind of stimulation exercises, we are going through training all the time, we are re-orienting our personnel, we are conducting a lot of training program for them and meeting stakeholders as well. We are not operating in the vacuum…. we have intensified our intelligence gathering and everything is so holistic and so integrated…”

The Institute of Economic Affairs (I.E.A) has organized a National Stakeholders Forum, to impress upon, their critical roles in ensuring peaceful elections in the November polls. The forum was under the theme “towards credible, acceptable and violence free election: the role of key stakeholders”.

The Tema Oil Refinery has started exporting gasoline to Nigeria following an increased production capacity from 45,000 metric tons to 60,000 tons.

This is one of the many strategies management of the company is putting in place to turn its fortunes around. It comes on the back of some challenges the refinery has faced in the recent past years, some of which include the shutting down of its Residual Fuel Catalytic Cracking (RFCC) unit for repairs.

Under a new management, the refinery seems to be making some impressive improvements including a successful processing of two million barrels of crude oil within three months with a corresponding financial balance of 2 million dollars.

This means the refinery has bagged over two million dollars out of two million barrels of crude oil, they secured and refined within a period of three months.

Managing Director of the refinery, Kingsley Kwame Awuah Darko in an exclusive interview with TV3’s Josephine Frempong said the revamped refinery is on its way to become the most valuable national asset as operations have not been halted, since January this year.

In October 2015, the Chief Executive of TOR, Kingsley Kwame Awuah-Darko, revealed that the staff of the company had agreed to forgo their November salaries to help revamp the fortunes of the company.

The measure, saved the company about GHȼ 3.8 million and contributed to the revamping of processes. Mr. Awuah-Darko said they were working around the clock to ensure that TOR resumes its full production of petroleum products by June 2016.

Don’t use GDP to measure wellbeing of citizens – economists

 

Some economists have called on governments to de-emphasize the role of Gross Domestic Product (GDP) as a means of economic wellbeing of the country and focus on the real well being of the people.

“It is important that the managers of the economy shift focus and ensure that the well being of the people becomes paramount instead of the achievement of positive GDP figures as sole measure of economic well being,” Dr Lord Mensah, a Lecturer at the University of Ghana Business School has noted.

Dr Mensah made the call in a contribution to discussion on the theme, “The Diminishing Role of the GDP as a Measure of Economic Performance” on 3Fm’s Business Weekly Programme.

He explained that, “in an economy that dwells on a weak service sector, instead of a solid manufacturing base, the choice of GDP to generalize the health of the economy is an erroneous practice. It is important, but must not be over used.

“In advanced economies, there is a quick translation between government spending and its reflection in people’s lives. But here it takes a rather long period for this to take effect and that is why it is most prudent to focus on developing a solid manufacturing environment to create that overall boost for change in the lives of the general population.” he added.

Joseph Stigliz, an economist and one-time Senior Vice President of the World Bank, earlier this month joined Christine Largarde head of the IMF to posit that, “GDP is not a good measure of economic performance; indeed, it is not a good measure of well-being and called on economic planners to ‘forget about GDP’.

“What we measure informs what we do. And if we’re measuring the wrong thing, we’re going to do the wrong thing,” he explained.

Courage Kinglsey Martey, an economist at Databank Financial Services was upbeat about the over reliance on GDP by economic managers and planners to have a radical policy change that will push towards the Decent Standard of Living Index.

In Ghana, GDP figures over the years have been major indicators of the health and performance of the economy.

Ghana gained one of the highest GDP’s per capita in Africa owing to a GDP re-basement in 2011 and became the fastest growing economy in the world. The domestic economy in 2012 revolved around services, which represented 50% of GDP and employed 28% of the work force.

Besides industrialization associated with minerals and oil, industrial development in Ghana remains basic, often associated with plastics (such as for chairs, plastic bags, razors and pens).

Two persons have been confirmed dead after a VIP bus ran over them at Kentinkrono, on the Kumasi-Accra road Thursday evening.

Some passengers on board the VIP bus also sustained several degrees of injuries and are being treated at the KNUST Hospital.

The cause of the accident is being investigated but police sources told TV3 it could be as a result of brake failure.

The Granbird VIP bus with registration number GN 4579-14 was traveling from Kumasi to Accra at about 8pm on Thursday when it veered off its lane and crashed into some structures along the roadside.

Two commuters, 57-year old Akwasi Amankwah Isaac and 40-year old Benjamin Oppong Ansah, who were standing by the roadside awaiting to board a vehicle to Ejisu were hit by the speeding bus.

VIP busThe two died shortly after being sent to the KNUST hospital for treatment.

The bus passengers who got injured as well as the driver who fell unconscious are currently receiving treatment at the KNUST Hospital.

ASP Ransford Nsiah, KNUST Dstrict Commander said the police have launched investigation into the cause of the accident.

He advised commuters to stay alert and always ensure that they face the direction of in-coming vehicles when standing by the road side.

The bodies of the deceased have been deposited at the Aninwaah hospital at Emena for autopsy and preservation.

Lawyer for incumbent Member of Parliament for the Klottey Korle Constituency, Gary Nimako, has said the sudden registration by Dr. Zanetor Rawlings in the limited voters’ registration exercise, will not exonerate her from any wrongdoing or bring the case to a close.

The incumbent NDC MP had dragged Dr. Rawlings to court challenging her eligibility for contesting in the party’s primary.

According to Mr. Ashietey’s suit at the High Court, the NDC nominee did not qualify to be elected as the parliamentary nominee sincDr zanetor rawlingse at the time of the contest she was not a registered voter in the country

He is therefore praying the court to annul the election and order a re-run of the primary.

But Dr. Zanetor Rawlings in a bid to nullify the charges against her, successfully registered at the Nyaniba polling station at Ridge on Thursday in the ongoing limited voter registration exercise.

Speaking on Eyewitness News, lawyer Nimako argued that Zanetor’s registration cannot validate her election in the NDC primary since she was not a registered voter at that time.

He said Zanetor by her act has vindicated his client and strengthened their case.

“I think we have made this point clear over and over again that the NDC and the political party have put down certain ground rules to regulate the conduct of their parliamentary primaries and among the ground rules is also their own constitution which also regulates the primaries.

“The simple case is that at the time when the primaries was going to be held every candidate was suppose to have met the legal requirements as put down by the party and its internal rules, and among the regulations was that a person seeking to contest must be a registered voter and she was not a registered voter, that is all. So having registered now cannot take retrospective effect to validate the election that took place in November 2015.”

He revealed that his client will still pursue the case until the court gives its final ruling.

“For now, we want the Klottey Korle polls to be nullified. After that we will decide on what to do.”

registrationNew Patriotic Party’s parliamentary candidate for Cape Coast North Constituency Barbara Asher Ayisi has stormed the Kwaprow registration center near the University of Cape Coast to stop the limited registration exercise, TV3 gathers.

Her campaign team claims the center was not scheduled to be part of the first phase of the exercise, which began on Thursday, April 28.

Paa Kow Cole, the supervisor for the limited registration exercise for the NPP in the UCC community, told 3FM’s Sunrise Friday that the centre was scheduled for the second phase of the exercise – May 3-8.

“So we were prepared for that and concentrating on other centres only to hear that people were being bused from Elmina and other places to come and register, that is why the people alerted us,” he said.

About 26 people were registered at the Centre yesterday, he claimed, “so we came and stopped them this morning”.

He also claimed that when the NPP got to the Kwaprow registration center, only NDC agent was there and wanted the EC to explain the anomaly.

Meanwhile, Mrs Philomena Adusei, Central Regional EC Director told 3news.com the issue has come to the commission’s attention.

She said officers have been dispatched to the centre to rectify any anomaly.

The contestants will take part in a series of activities before the main event on Friday, April 29th.

Accra Academy Senior High School won the first edition of the High School edition of Vodafone Icons.

As part of the prize package, they are representing Ghana at the global level.

Each member of the five-man band was also given a one-year scholarship package from Vodafone and the school will be presented with a music studio with a complete band set and laptops with audio editing software for music production.

Fuel prices to go up from May 1

Fuel pricesFuel prices are highly predicted to up from Sunday, May 1.

The Chamber of Petroleum Consumers, Ghana says the prices will go up by between 5 per cent and 10 per cent.

“The latest increases which the industry largely attributes to further rise on benchmarks on the world market comes at the back of a stay in prices this current window as was stimulated by Goil,” the Chamber said in a statement issued on Thursday, April 28.

The Chamber in the statement asked government to put in place a dual petroleum pricing policy to allow waiver on taxes when world market prices increase.

“World markets have seen an adjustment of some $6/barrel moving from below $40/barrel over the last window to above $46/barrel as of trading today the 28th of April.”

It also asked all flagbearers “to as a matter of policy state their petroleum management positions on both downstream and upstream operations to the benefit of the average Ghanaian”.

EC charges GH¢5 for ID card replacements

Voter regGhanaians who misplaced their voter identification cards and intend to replace it would have to pay 5 Ghana cedis as cost for it.

This however does not apply to first time voters who are now applying for cards for the first time.

According to the Electoral Commission they are mandated by the newly approved Constitutional Instrument CI 91, Regulation 15, Sub regulation 2 which states that “the Commission shall on the bases of the recommendation of the district officer authorize the issuance of a replacement voter identification card to applicants at a cost to be determined by the commission.”

In an interview with TV3, the Director of Elections at the Electoral Commission, Samuel Tetteh indicated that the decision was arrived at considering the alarming rate at which people request for the voter ID cards.

He said “people do not attach much importance to the holding of the ID cards because it is free. If people are made to pay for it, they can keep their ID cards properly.”

This was further confirmed in a press release issued by the electoral commission which stated the mode of payment which would be through the commissions GCB account number 1161130000275.

The account name is EC Fee for Service and the branch is Boundary Road, Accra.

The commission however reiterated that double registration is a crime and persons who are caught would have their names struck out of the nations register for a period of 5 years.
