NAFTI to be converted into University College

file photoThe National Film and Television Institute (NAFTI) is to be converted into a Media and Creative Arts University College in the next few years.

This was disclosed by the Deputy Minister of Communication, Felix Kwakye Ofosu who indicated that government recognizes the role of the creative arts industry to the development of the country.

Speaking at a graduation ceremony at the school, Mr. Ofosu Kwakye said “NAFTI is growing and government recognizes it as an academically viable tertiary institution with enormous economic benefit and potential for the development of the nation.

“In this respect, governments strategy for NAFTI for the coming years would be geared towards infrastructural and transforming it into a world class media and creative arts university college for the training of professionals for the ever growing film and television industry.

In all 22 students graduated with a Bachelors degree in Fine Arts. This consisted of 3 First class, 10 Second class upper division and 9 Second class lower division. 85 other students graduated with certificates in Film Production.

Rector of NAFTI, Prof. Linus Abraham, hinted that new programs would be offered by the Institute later this year. He said “we continue our gradual expansion of NAFTI, through the addition of certificate and diploma courses and pending the completion of the accreditation process, we would start the bachelors in Broadcast Journalism and Multi Media production in September 2016.”

This promise by government follows the recent conversion of about 6 Polytechnics into Technical Universities in Ghana. Government has also completed some new universities in selected regions which prior to that did not have any.

Ecuador earthquake of 7.8 magnitude kills dozens

file photoA powerful 7.8-magnitude earthquake in Ecuador has killed at least 77 people and injured more than 500, Vice-President Jorge Glas says.
The quake, Ecuador’s largest since 1979, hit at 18:58 on Saturday (23:58 GMT) near the northern town of Muisne.

Widespread severe damage is reported, with a bridge destroyed as far south as Guayaquil about 300km (190 miles) away. President Rafael Correa, who is flying back from a trip to Italy, has decreed a state of emergency.

He said: “This is a very painful test. I ask the country to be calm and united… Let’s be strong; we will overcome this.”

He added: “Roads and hospitals can be rebuilt; you cannot recover lost lives. That’s what hurts the most.”

Mr Glas said that at least 77 people had died and 588 had been injured, adding that the figures could rise as a number of affected areas had not yet been reached.

He called for calm, particularly in the city of Portoviejo, amid reports of a “lack of public order”, and said that 10,000 troops and 3,500 police had been mobilised for the affected areas.

Gabriel Alcivar, mayor of the town of Pedernale, which is close to the epicentre, said: “We’re trying to do the most we can but there’s almost nothing we can do.”

He said dozens of buildings had been flattened and looting had broken out.
“This wasn’t just a house that collapsed, it was an entire town,” Mr Alcivar said.

Carla Peralto, a resident of Boyaca, one of the worst-affected areas, told the BBC: “I never felt something like that in my life. It was so strong. I was feeling very, very scared… I was thinking ‘God, please stop that because maybe I die today’.”

Serious damage was also reported in the city of Manta, with an airport tower among the buildings destroyed.
Manta resident Ramon Solorzano told Reuters: “Most people are out in the streets with backpacks on, heading for higher ground. The streets are cracked. The power is out and phones are down.”

The US Geological Survey said the earthquake struck at a fairly shallow depth of 19.2km (11.9 miles), about 27km from Muisne in a sparsely populated area.

The Pacific Tsunami Warning Centre has now issued a message saying that the threat of a tsunami has now mostly passed and that any remaining risk should be evaluated by local authorities.

However, it earlier said tsunami waves reaching 0.3 to one metre above the tide level were possible for some coasts of Ecuador. Any damage that had occurred might not be visible until daylight.

Quito resident Cristian Ibarra Santillan told the BBC he grabbed his dog and hid under a table, but when he realised the quake “wasn’t going away and that I might be found here if the worst happened” he ran out into the street.
“We could see the electricity lines shaking – in other parts of the city, they’ve collapsed.”

Work at the main oil refinery at Esmeraldas was temporarily halted as a precautionary measure. Many regional leaders, including the presidents of Peru, Colombia and Venezuela, have expressed solidarity with Ecuador. The quake was also felt in Colombia, where patients in a clinic in the city of Cali were evacuated from the building.

US gov’t to support Ghana’s elections with $4.5 million

file photoThe United States government has pledged an amount of 4.5 million dollars to support Ghana’s election which comes off on November 7, 2016.

The EC will be getting one third of the money for voter education and to support other activities relating to the elections.

This pledge from the United States comes barely two months after the British government also announced a 4 million pound support to the Electoral Commission to help run an effective election.

The Electoral Commission in December 2015 submitted a budget of 1.8 billion Ghana cedi to parliament for approval to effectively run the 2016 elections.

Parliament approved 1.2 billion of the said amount but this was further slashed to 826.8 million cedis by the Finance Ministry on grounds that there is a ceiling on the total amount it can release for elections.

The support from the two countries comes at a time government has reiterated that it would stay within budget and not overspend this election year, an evil that has tormented previous governments.

Meanwhile the United States has advised political parties to take a pledge to peaceful elections. The United States has supported Ghana over the years with focus on health, agriculture, education and sustainable governance.

Speaking with journalists on his 90 days in office, the U.S Ambassador to Ghana, Robert Jackson expressed optimism on Ghana’s potential for investments.

He said one area Ghana needs to pay attention to if it intends to grow as a formidable economy in Africa is the area of sustainable governance.

To this end, the US government has committed some money to the elections. Ambassador Jackson said “we are providing at this point 4.5 million dollars for Ghana’s elections, one third of that would go to the Electoral Commission to assist with its strategic communication and provide other support for the commission educating voters and making people aware of the practicalities of voting.

“One third of the funds would go to the Peace Commission {National Peace Council}. We will be doing additional training for journalists and we would also work to identify areas that are at greatest risk of conflict” he added.

The Ambassador also indicated 497.5 million dollars will be invested in power generation as part of a compact signed in 2014 which will be effective in June.

Ambassador Jackson was hopeful that three years from now, the relationship between the US and Ghana would grow deeper than before with each benefiting from the friendship, commerce, engagement and exchanges.

Ghana has been a target on Al-kaeda’s list since 1995 – Dr. Aning

file photoA security analyst with the Kofi Annan Peace Keeping Training Center, Dr. Kwesi Aning says Ghana has been a credible terror target and has been on Al-Kaeda’s list since 1995 because of what it has been doing globally as a country.

According to Dr. Aning, Ghana’s contribution of troops to peacekeeping missions globally has become a course for concern to the terror groups who may want to harm the country.

He said “Ghana has been a target since 1995” adding that “Ghana has projected itself over the last 40 or so years as one of the most credible troop contributing countries in this world…

“Although we haven’t directly linked our peacekeeping activities to the potential that may happen in terms of terrorists targeting us, it is now becoming clear that because of what we do internationally and the reputation that we get, even an attack that is not necessarily at us would be perceived as such.”

Dr. Aning was speaking on Joy Fm and said Ghana “is the 8th or 9th most important troops contributing for peacekeeping globally and we have contributed troops to some of the most dangerous places eg. Mali, Lebanon a host of other countries.”

Threats of Ghana being a potential terror target dominated media and public space discussions in last few months has. The President, John Dramani Mahama and the Ghana Police Service have encouraged Ghanaians to be calm although the threats have even taken a spiritual dimension.

Recent attacks in the sub region have raised tensions in what some describe as causing fear and panic. Burkina Faso, Ivory Coast, Mali, Nigeria have been attacked by some individuals and groups with links to ISIS or Boko Haram.

US, Ghana to partner on anti-terrorism exercise

file photoBeginning April 26, 2016, the governments of the United States and Ghana will launch Epic Guardian 2016, an 8-day joint readiness exercise.

Epic Guardian is a regularly scheduled training exercise held in Africa and designed to increase the effectiveness of US and African government entities and security forces in responding to international threats such as trafficking and terrorism.

Previous exercises of Epic Guardian were held in Malawi, Cameroon, Djibouti and the Seychelles.

A separate portion of Epic Guardian 2016 will involve similar coordination between the United States and Cape Verde.

The US government has been working directly with the government of Ghana to plan Epic Guardian 2016.

The exercise will take place primarily on Ghanaian military premises. Personnel from the Ghana Police Service and the Ghana Armed Forces will participate and will be joined by units from United States Africa Command (USAFRICOM) and Special Operations Command Africa (SOCAFRICA).

The training will involve personnel reacting to a simulated crisis and will cover a broad range of topics, including theater strategic planning, intermediate support, logistics, intelligence, and strategic communications among others.

Training will consist of staff crisis action planning, deployment of forces, completion of field exercises, and redeployment of forces.

“International threats require international solutions,” said U.S. Ambassador to Ghana Robert P. Jackson.

“Epic Guardian is an opportunity to strengthen our bilateral relationship and to demonstrate our long-term commitment to supporting Ghana as it works to counter international threats and ensure stability and security for Ghanaians.”

The training will increase Ghana’s capacity in areas such as communications, logistics, intelligence gathering and analysis, crisis planning and response, and inter-operability—all with the goal of providing for greater security and stability for Ghana and the region.

The US government is committed to supporting partner nations and regional allies in Africa and is proud of our robust and wide-ranging partnership with Ghana.

Ghana has previously hosted many joint and multilateral exercises, including Western Accord 13 and Obangame Express 2015.

“Security cooperation is a vital part of the U.S.–Ghana partnership,” said Jackson.

“We thank the government of Ghana for its ongoing cooperation to help increase regional security and we will continue to work together with African partners to promote stability on the African continent.”

Ghana Aids Commission cash trapped

file photoThe Ghana Aids Commission has appealed for financial support from the private sector to meet its funding needs to enable it to procure more test kits and anti-retroviral drugs to manage the national response.

The Director-General of the Ghana AIDS Commission, Dr. Angela El-Adas said the country has achieved positive results in the management of the HIV infection over the decade.

Recent reports indicate that the HIV situation in Ghana has improved although there is more room for improvement. Despite efforts at containing the disease, some people continue to die from AIDS, but there was a 30 per cent reduction in annual AIDS deaths from 16,320 in 2010 to 10,074 in 2013.

Among the successes of the Ghana Aids Commission and its partners is a significant increase in demand for HIV prevention, treatment, care and support services, driving up the cost of implementing the national strategic plan for HIV and AIDS.

Speaking at a private sector roundtable discussion on resource mobilization for HIV/Aids response, Director General of the Ghana Aids Commission, Dr. El-Adas said more funds are required to keep the pace of work and reaching the vulnerable.

She said as a result of Ghana’s lower middle income status, donor support for the commission to manage the national response has declined.

Dr. El Adas said “we have the challenge of the test kits which is used for the day to day testing and that is hard to get, how much more moving into campaign mode? Due to the global target to test about 60 million people a year, the one million test kits we have is just a drop in the ocean.”

Minister of State in charge of Private Sector Development, Dr. Rashid Pelpuo on his part he said total commitment was required to stem the tide of HIV infections through the mobilisation of funds locally to sustain the gains made in the national response.

He said the overall involvement of the private sector in the national HIV response had been quite minimal relative to its capabilities.

The representatives of the private sector pledged to support the initiative by the commission to raise funds to carry out its programmes.

The country recorded a consistent decline in general adult prevalence of HIV from 3.6 per cent in 2003 to 1.3 per cent in 2013.

Ghana had seen a consistent reduction in new HIV infections from baseline of 25,869 in 2009 to 7,812 new infections in 2013.

Pupils study under trees as contractor abandons project

file photoPrimary school pupils of the 31st December Basic School in the East Gonja District of the Northern Region still take lessons under baobab trees.

On January 3, 2016, TV3 reported how the three classroom block constructed in 1996 has outlived its usefulness and the dangers that teachers and pupils of the school are faced with.

District Chief Executive Mohammed Lukumanu Amin at the time revealed plans by the District to immediately construct a pavilion for pupils with some bags of cement donated by the Member of Parliament, Ibrahim Dey Abubakari.

However, three months on, the structure – which has virtually become a death trap – still accommodate and is yet to receive attention from the District Assembly despite the severe cracks.

The situation according Headmistress Madam Rebecca Sekere has affected enrollment.

Enrollment since its establishment in 1996 have been around eight hundred pupils but dropped to less than four hundred pupils in the 2015/2016 academic year.

She attributes the fall to what she termed as “inconducive environment which is not attractive enough for parents to enroll their wards”.

Pupils are left under the mercy of the weather with residents turning the school premises to a thoroughfare to the main township.

The school located at the center of Salaga was established as a community school by residents with a three-classroom block to accommodate Nursery One to Three pupils but was in 2007 absorbed by government.

Immediately after government absorbed the school, the construction of a six-classroom block commenced to provide shelter for pupils, but since her assumption as the headmistress of the school, Madam Rebecca Sekere says she has never seen the contractor at work.

She added that efforts by the Parent-Teacher Association (PTA) in making several calls to the Salaga District Education Directorate and the Assembly to get the contractor back have proven futile.

However, District Chief Executive Mohammed Amin Lukman has maintained that “the six abandoned GET Fund classroom block will be awarded to a new contractor soon”.

“The state of the school is an indictment to the Assembly hence will explore all means to fix the structure,” he added.

Weak global economy threatens progress to end extreme hunger – Jim Yong Kim

file photoWorld Bank Group President, Jim Yong Kim, says a weakening global economy threatens progress toward ending extreme poverty by 2030.

The Bank has downgraded its global growth economic forecast this year to 2.5 percent from 2.9 percent.

“In the global economy, there are not many bright spots around the world — the United States is one among the developed economies and India is another among the middle-income countries. Growth remains weak in Europe and Japan, and among emerging economies, Russia and Brazil are projected to post negative growth once again”, said Mr. Yong Kim.

He was addressing the 2016 Spring Meetings of the World Bank Group and the International Monetary Fund in Washington DC, USA.

The Bank at its last meeting in Lima announced that for the first time the percentage of people living in extreme poverty around the world was projected to fall under 10 percent globally in 2015. Today, about 700 million people live in extreme poverty – a reduction of more than 1 billion people than 15 years ago.

The World Bank President says more than $25 billion will be provided in loans this year to middle-income countries – $10 billion more than the Bank had projected.

Including this year’s projections, World Bank lending will top $150 billion dollars in the last four years – more than any other four-year span in the World Bank’s history in a non-crisis period.

“This increased demand underscores the importance for donor countries to support our replenishment this year for the International Development Association, or IDA, which gives low-cost loans or grants to the poorest countries,” said Mr. Yong Kim.

IDA helps developing countries enact policies that promote inclusive economic growth, attract private sector investment, and invest in people’s education and health.

“A strong IDA replenishment this year will be essential for us to work on our goals to end extreme poverty and boost shared prosperity, to continue our intense focus on the poorest countries in the world including in Africa and South Asia, and to broaden our work to tackle these global challenges,” he noted.

In this period of global economic slowdown, the World Bank President, noted the challenges of forced displacement, climate change and pandemics, which he says the Bank is “working urgently and in new ways with partners to find solutions to these issues that affect all of us”.

On climate change, Mr. Yong Kim said “we must deliver on the promises of the Paris climate agreement, and yet we’re seeing countries around the world about to sign agreements for the dirtiest source of energy, coal. So we’re working with countries right now to piece together deals that would make renewable energy cheaper than coal.”

Meanwhile, the Vulnerable Twenty (V20) Group of Ministers of Finance met to collectively address economic and financial responses to climate change as a rapidly growing threat to growth and prosperity.

The V20 called for an economic and financial revolution compliant with the new 1.5 degrees Celsius and global adaptation goals as enshrined in the UN Paris Agreement reached in December 2015 that was strongly welcomed by the Group.

“We welcome the new World Bank Climate Change Action Plan and are requesting additional concessional finance in the context of debt sustainability to help realize our ambitions and scale up our own contribution,” said the V20 Chair, Cesar Purisima, Secretary of Finance of the Philippines. “We are encouraged by the progress we’ve made on climate accounting, risk pooling mechanisms, carbon pricing, and expanding financial access. We likewise expect developed countries to make good on their climate finance mobilization commitments”.

Marcus Rashford scored the only goal, sweeping Antonio Valencia’s cut-back through goalkeeper Brad Guzan’s legs.

It was a ninth straight loss for the visitors and left them 15 points from safety with only four matches left.

They are either square, V-shape, A-shape, round or upside-down heart, according to Matthew SchulmanA plastic surgeon, with a particular expertise in women’s behinds, has devised the definitive guide to bottom shape, which he says helps women choose the right underwear.

According to Dr Matthew Schulman, from New York, all women’s derrieres on the planet fall into one of five categories – square, V-shape, A-shape, round or upside-down heart.

Plus he says that knowing which category you fall into can prevent a lifetime of buying unflattering underwear that do nothing to showcase your shape.

Dr Schulman told Cosmopolitan.com, for every bottom there exists the perfect pair of knickers.

He explained that bottom shape is determined by four factors: the position of the pelvis and hip bones, the fat distribution, the size and shape of the gluteus muscles and the way those muscles attach to the thigh bone.

So have you been wearing bikini style bottoms when your behind is better suited to briefs or boy shorts? FEMAIL spoke to Elise Recour, general manager at luxury lingerie brand Gossard, to ask her how to dress to flatter each shape.

According to Elise, we are in a golden era of underwear where, no matter what your bottom shape, you can find a pair of knickers that will flatter you.

‘In the old days, if you were a curvy woman with big hips, it could be very difficult to find underwear that suited you,’ she explains.

‘Now, thanks to new advancements technology, there are fabrics and clever materials that allow you to create a trompe l’oeil effect. You can really play with your silhouette.’

ROUND

If you’re a little on the larger side, Dr Schulman recommends a big pair of knickers that covers most of the bum, as this can give your derriere maximum coverage.

‘When you’ve got a round bottom, it’s good to go for a style that doesn’t “cut” your silhouette in two,’ Elise explains. ‘You want support but it’s also good to reveal a bit of your bottom.’

She adds that bigger briefs can be extra-flattering and are good for ‘anchoring’ bigger bottoms.

A-SHAPE

Pear-shaped women are likely to have A-shape bums and, says Dr Schulman, they should go for larger leg holes to accommodate their fuller thighs.

‘You’ll definitely want larger leg holes – and low-waist, hipster knickers will enhance your shape too,’ Elise adds. ‘The idea is to have a hip-revealing shape that will really emphasise the under-bum part.’

An ‘upside-down heart’ shape is a round, pert derriere with extra volume around the lower part of the hip.

‘If you’re lucky enough to have a heart-shaped bum and a skimpy waist, you could wear almost any knickers,’ Elise explains.

‘Midi-briefs look particularly nice on this body shape as they’re not too high, but they’re narrower at the side, which shows off a shapely bum.

‘Briefs are back on-trend – even in swimwear – as they flatter your narrow waist and make your thighs look longer, which in turn makes you appear taller. They’ll also show off your bum nicely.’

SQUARE

If your hip bone and outer thigh are perfectly in line, then you’ll fall into the square category – and Dr Schulman recommends ‘boy shorts’ as they’re less likely to ride up and give you a wedgie.

‘These are perfect if you’ve got a flat bum, as shorts or boxer-style pants can add a bit more volume,’ Elise explains. ‘It’s also great to pick a pair with a seam running up the middle with a bit of gathering; this will be more flattering visually than a flat piece of fabric as it gives shape.

‘They’ll also sit nice and flat on the body; you won’t have the problem of the leg line rising up.’

V-SHAPE

Women with narrow hips and broad shoulders are most likely to boast a V-shape bum, with the line beween your hips and pelvis angling inward – best enhanced with a classic pair of briefs that cups the bottom of your buttocks, according to Dr Schulman.

‘For this body shape, a slightly higher leg is flattering,’ Elise says. ‘It emphasises the waist nicely and flatters the silhouette.

Vodafone introduces Ghana’s 1st free info service via phone

file photoTo create universal access to information by all, Vodafone Ghana Foundation (VGF) has launched Vodafone 321, Ghana’s first public information service, to advance access to trusted information via phone in five local languages.

The free and on-demand service, which is user friendly even for people with limited literacy, is accessible on simple mobile phones in languages such as English, Ewe, Ga, Hausa and Twi.

On how the partnership with Human Network International (HNI), an American NGO, will transform lives and create cohesiveness, Nana Yaa Ofori Koree, Head of Vodafone Ghana Foundation and Sustainability, said: “The greatest contribution a telecommunications company can bring to subscribers is the ability to empower firms, families and individuals to get up to date information using fewer resources. Today, the launch of 321 has made it possible for anyone who dials “321” to be connected to a menu of topics, spoken in the language they prefer”.

Mrs Ofori-Koree said the service provides news; weather forecasts; maternal health; sexual reproductive health; family planning; and water and sanitation; adding that these key messages are available via SMS and USSD.

“This service has the potential to reach millions of people in Ghana, with important and accurate information, without the caller having to have personal contact with an expert,” the Head of Vodafone Foundation said in addition.

Sarah Rogers, Program Manager for HNI, said the launch of 321 in Ghana is a game changer.

“The Service has been active in Madagascar since 2010, and in Malawi since 2014. If our experiences in Malawi and Madagascar are any indication, Ghanaians are going to love this Service”.

The Program Manager also said HNI works across all sectors to promote the free flow of information between vulnerable groups and the humanitarian and development professionals dedicated to helping them.

The technology behind the Service is developed by VOTO Mobile, a Ghana-based tech start-up and beneficiary of Vodafone Ghana Foundation’s Mobile for Good Initiative.

Unemployed Nurses shock Health Ministry with planned demo

file photoThe Ministry of Health says it is surprised nurses who completed training in August just last year would form an unemployed association.

Reacting to the threat by the nurses to demonstrate on April 27 if the ministry does not post them, Public Relations Officer for the ministry, Tony Goodman explained that even processes to get them employed has not even been exhausted.

“Those who completed in 2014 have all been employed. The next level is for Ghana Health Service to announce if there is a vacancy, then they will buy the form and go through an interview process,” he stated.

Tony Goodman added, “after your name is selected it is sent to the ministry for clearance and posting, and we are on it we haven’t gone through the process so I am surprised they are coming this early to call for postings”.

But leader of the Unemployed Nurses Association, Adams Awudu disagreed with his position.

“Mr. Tony with the issue of the forms I disagree. Either you are being economical with the truth or you are misinformed. Currently if you can tell me where the forms are because I know the system is no more in place,” he contended.

The nurses insist the planned demonstration would take place on April 27, claiming the government has failed to fulfill an agreement to post them after training.

They also blamed poor communication between the ministry and trainees for their woes.
