Ministry of Education launches Inclusive Education Policy

School ChildrenMinistry of Education (MOE) has launched the Inclusive Education (IE) Policy, which defines the strategic path of government for the education of all children with special educational needs. The 45-page document is an outcome of a series of discussions and consultations between numerous stakeholders in the education sector. The document seeks to builds upon sections of the 1992 Constitution, the National Development Agenda, the Education Strategic Plan and other international commitments, to achieve national as well as international goals for creating an environment for addressing the diverse educational needs of Ghanaians. With this new arrangement, children with special needs would have the opportunity to attend mainstream schools without any hindrances. Mr Jacob Kor, the Director-General of the Ghana Education Service, who represented the Minister of Education, Professor Jane Naana Opoku-Agyeman, launched the Policy in Accra, together with two other documents; the Standards and Guidelines, as well as the IE Implementation Plan. He said the Policy would respond to changing priorities and national aspirations as well as international development trends in provisions for inclusive education, and it would be revised every five years. Mr Kor said the policy would look at a more harmonized and strategic approach to planning, and also financial prioritization, to roll out these activities on a wider scale and to reach all learners with special educational needs. He said IE would ensure access and learning for all children, regardless of their physical, intellectual, social, emotional, linguistic or other conditions. He said it aims to create learning environments that are responsive to all learners’ needs and were conducive to all to ensure successful educational outcomes, and ultimately to achieve a more equitable society. It goes beyond the education system to the communities in which learners live, to ensure that they are welcomed, nurtured and given the opportunity to thrive to their optimum capacities, he said. The Policy objectives, he said aims to improve and adapt education and related systems and structures to ensure the inclusion of all learners particularly learners with special educational needs, and to promote Universal Design for Learning and learner friendly school environment for enhancing the quality of education for all learners. It also seeks to promote the development of a well-informed and trained human resource cadre for the quality delivery of IE throughout Ghana, and also ensure sustainability of Inclusive Education Implementation. Mr Kor said although the Government was the primary financier of IE, all stakeholders are encouraged to provided their support for the successful implementation and sustainability of the Policy. He said the Ministry, shall have the responsibility of policy review, coordination, monitoring, and evaluation as well as an impact assessment, and also have oversight responsibilities on the implementation and also ensure that adequate provision was made for IE activities in the annual budget allocation. He acknowledged the support of State and non-State actors including UNICEF and STAR-Ghana for their tremendous financial and technical assistance in the piloting phase of IE and for their involvement in the development of the Policy. Mr Anthony Boateng, the Director in Charge of the Special Education Division of the GES, said the Special Education Division under the GES has already started the implementation of IE on pilot basis in three regions namely; the Central Greater Accra and Eastern Regions. He said by the end of 2011, it has covered 529 schools in 34 districts, while UNICEF has added 14 more schools to the list of piloted schools in June 2012. He said the strategy was to identify children with mild to moderate cases, and provide them with the needed support, while the special school remains the resource centers for those with severe or chronic cases.   Source: GNA

Turkey’s president has told the EU it will not change its anti-terror laws in return for visa-free travel.

“We’ll go our way, you go yours,” Recep Tayyip Erdogan said. The EU says Turkey needs to narrow its definition of terrorism to qualify for visa-free travel – which is part of a larger deal between the sides aimed at easing Europe’s migration crisis. Mr Erdogan was speaking a day after PM Ahmet Davutoglu, who largely negotiated the EU deal, said he was stepping down. Leadership split spoils the party Recep Tayyip Erdogan, Turkey’s bruised battler Mr Davutoglu had also reportedly opposed Mr Erdogan’s plan to give more power to the presidency. Mr Erdogan said the proposed constitutional changes were a national need, not a personal requirement.

‘Terrorist tents’

The wide-ranging EU-Turkey deal involves the return of migrants, mainly Syrians, from Greece to Turkey, along with increased aid and other measures. One of these is to allow Turkish citizens visa-free travel for short stays in the EU’s Schengen area which comprises 22 EU and four non-EU members. However, the EU wants Turkey to narrow its broad definition of terrorism to match tighter EU standards. It is one of five EU criteria Turkey still has to agree to in order to meet the visa-free requirements.

Mr Erdogan rejected this, saying in a televised speech on Friday: “Turkey, when it’s under attack from terrorist organisations from all sides, the European Union is telling us to change the anti-terror law in exchange for the visa deal.” Referring to tents erected by the outlawed Kurdistan Workers’ Party, or PKK, near the EU parliament in Brussels, Mr Erdogan said: “You [the EU] will let terrorists build tents and provide them with opportunities in the name of democracy. “And then [you] will tell us ‘if you change this [anti-terrorism legislation], I will lift the visas’. Sorry, we’ll go our way, you go yours.” Mr Erdogan believes the laws are need to tackle Kurdish militants at home and jihadist groups, including so-called Islamic State, in Syria and Iraq. But rights groups say the laws are used to crack down on opponents and detain critics, journalists and dissident academics. Another part of the EU-Turkey deal had been to hold new talks on Turkish accession to the EU. But analysts say Mr Erdogan has been less convinced of EU alignment than Mr Davutoglu, and he will certainly be a tougher negotiator. On Thursday, Mr Davutoglu, who was hand-picked by Mr Erdogan to succeed him as head of the governing AK Party after Mr Erdogan was elected president in 2014,said he would not stand again as leader at an extraordinary party congress called for 22 May.

The BBC’s Turkey correspondent, Mark Lowen, says Mr Davutoglu had not been the pliant PM Mr Erdogan had hoped for, and the resignation is a tightening of control by the president. The prime minister’s unease with Mr Erdogan’s plans to move to a presidential system, among other policies, had been evident in recent months. In his speech, Mr Erdogan dismissed those who believe that, as president, he should stand aside from party politics. He expressed his determination to put presidential reform to a referendum as soon as possible. Among those tipped as successors to Mr Davutoglu are Transport Minister Binali Yildirim, who is close to Mr Erdogan, and Energy Minister Berat Albayrak, who is the president’s son-in-law.

Allow banks to take care of individual businessmen – Gov’t told

He is therefore calling on government to allow the banks to support the local investors. Ghana’s economic policies is being questioned whether it benefits foreign investors more than the locals. Ghana’s trade policies and development agenda has over the years been dictated by the desire to attract foreign direct investments and to increase export earnings. Speaking on 3FM’s Sunrise show, Mr. Akpabey said the structures do not favour the local businessman but rather favour so-called external investors. “Government upon government and I’m not talking just about this government but government upon government is not bold to get this revenue for the state. So, they go to the local bank to borrow treasury bills clouding the local entrepreneur or the local businessman from having access to the banks. “The banks have become so lazy because they are interested in treasury bills because it is cheap money government goes into it and it is secure. “The government and economic policies are so bad and they must concentrate on revenues that are due to the state and leave the banks to take care of individual businessmen. “Government upon government is interested in putting on suit, flying first class to Washington to go and look for $1 billion. Regardless of the provocation, members should be seeking the protection and security of colleague members,” he stated. The outspoken MP, Ken Agyapong justified the alleged assault on Manhyia North MP, Collins Owusu Amankwah by the party’s Ashanti regional chairman, Bernard Antwi-Boasiako popularly known as ‘Chairman Wontumi’. Dan Botwe narrates frightening moment with robbers

Dan BotweMember of Parliament for Okere Constituency Daniel Kwaku Botwe has described Thursday night’s robbery attack on him and his family as “frightening”.
He says he was initially “not sure that was happening at my place” in Tema Community 20, where he has lived for the past 16 years. Speaking after the Speaker and some members of Parliament paid him and his family a consolation visit on Friday, May 6, the former minister of state said the robbers demanded monies and other valuables, which were given out. He said they asked, “Where is your money?” The incident has left the Botwe family including his three daughters traumatized, according to our correspondent. Security has since been beefed up in the area with reinforcement called from Accra. The Baatsona Divisional Police has also taken over the case, TV3’s Josephine Frempong said on Midday Live. The National Democratic Congress says efforts by the former first lady and flagbearer of National Democratic Party, Nana Konadu Agyeman-Rawlings to contest in the November elections would have an “insignificant” impact on the elections.
According to Communications Minister, Dr. Edward Omane Boamah “Mrs. Rawlings would not be significant in the 2016 elections… Take it from me, she will be insignificant in the elections.” The Communications Minister was speaking on Metro TV’s Good Evening Ghana program where he indicated that due to the heavy investment by President Mahama’s in infrastructure, health, education etc Ghanaians would give him the mandate for the next four years. He further indicated that based on the “good works” of the president, Nana Konadu’s efforts at getting on the ballot paper in this year’s elections and her rhetoric’s about President Mahama’s governance style would not impact the elections in anyway. His comments come a few days after the NDP founder chastised the management style of the President at her party’s congress. She run unopposed and was given the mandate to lead the party into the November elections. The NDP is a breakaway from the NDC after the former first lady was not named as the running mate of late president John Mills. Okere MP Dan Botwe robbed at gunpoint with family

Dan Botwe's houseMember of Parliament for Okere Constituency in the Eastern Region, Daniel Kwaku Botwe, and his family have been robbed at gunpoint at his residence in Tema Community 20.
Items such as mobile phones, jewels, undisclosed amount of both local and foreign currencies, laptop and other valuables were taken away in the Friday dawn robbery. The MP, his wife, security man and other occupants of the house were unhurt as they surrendered to the demands of the robbers. Meanwhile the Police in Tema have arrested two people in connection with the Friday dawn’s robbery and are currently assisting in investigations. Special Aide to Mr Botwe, Emmanuel Attefuah Danso, told host of Onua FM’s Yen Sempa, Kwame Karikari that the suspected robbers first attacked a security guard opposite Mr Botwe’s house and took some valuables. He said they then took the security guard hostage and ordered him to lead them to Mr Botwe’s house. Mr Botwe was said to have returned from the Eastern Region last night where he monitored the on-going limited voters registration. Mr. Attefuah said while in the house, the three suspects pounced on Mr Botwe and ordered him to surrender and within 45 minutes, they carried out the operation.
