Queen has been ‘rock of strength for our nation’, says PM

file photoThe Queen has been “a rock of strength for our nation” and the Commonwealth, Prime Minister David Cameron has said in a tribute to mark her 90th birthday.

The Prince of Wales has recorded a special radio broadcast for the day, in which he reads an edited passage from William Shakespeare’s Henry VIII.

Celebrations get under way later as the Queen takes part in a walkabout in Windsor and lights a symbolic beacon.

A photograph of the monarch with young Royal Family members has been released.

The image, one of three taken by celebrity photographer Annie Leibovitz, shows the Queen surrounded by her five great-grandchildren and her two youngest grandchildren.

Gun salutes take place around the UK starting from noon, while the prime minister is expected to lead tributes to Britain’s longest serving monarch in the Commons.

The reading by Prince Charles, which has been broadcast by the BBC, is an extract from a speech by Archbishop Thomas Cranmer to King Henry VIII after the birth of the future Queen Elizabeth I.

In his own tribute later, Mr Cameron is expected to say: “Her Majesty The Queen has lived through some extraordinary times in our world.

“From the Second World War to the rations with which she bought the material for her wedding dress.

“From presenting the World Cup to England at Wembley in 1966 to man landing on the moon three years later.

“From the end of the Cold War to peace in Northern Ireland.

“Throughout it all, as the sands of culture shift and the tides of politics ebb and flow, Her Majesty has been steadfast – a rock of strength for our nation, for our Commonwealth and on many occasions for the whole world.”

The other Leibovitz photographs show the monarch walking in the grounds of Windsor Castle with four of her dogs and sitting with her daughter, the Princess Royal.

The image of the Queen with the young royals was taken in the Green Drawing Room, part of Windsor Castle’s semi-State apartments just after Easter.

In it, the Queen – in the tradition of royal portraiture – holds her youngest great-grandchild Princess Charlotte, who is 11 months old, in her arms.

Also appearing in the image is two-year-old Prince George, Zara Phillips’s two-year-old daughter Mia Tindall, who holds the Queen’s famous black handbag, and Peter Phillips’s daughters Savannah, five, and three-year-old Isla.

The Queen is also joined by the two youngest of her eight grandchildren – the Earl and Countess of Wessex’s children – James, Viscount Severn, eight, and Lady Louise Windsor.

Mahama takes on economists; insists Ghana’s economy strong & resilient

President Mahama: "There are many signs that show that the economy is doing much better."President John Dramani Mahama has taken a swipe at some economists over the state of Ghana’s economy, saying they don’t really understand the dynamics.

 

“With every payment and expenditure we are making, this economy is more resilient and more disciplined because we are using the avenues worth collecting. We are not going to the Central Bank and borrowing money from the Central Bank.

“I just want economists to take note of that. And so when you are talking about an economy in crisis, an economy that is self-reliant, is not going to the Central Bank and taking money is more resilient than one that goes to the Central Bank to take money to pay salaries.”

President Mahama’s outburst follows a challenge by some economists to an earlier assertion of his that the economy is resilient given its disposition in the face of global crunch.

The economists contested the president’s description of Ghana’s economy as resilient, saying it is rather in decline and the president was not painting a good picture of the real situation.

But speaking on Ho-based Volta Star on Thursday, April 21 as part of the ‘Accounting to the People’ tour of the Volta Region, President Mahama said figures of the gross domestic product (GDP) over the last three years show that the economy is growing – especially on the macro-economic front.

“There are many signs that show that the economy is doing much better.

“But if you don’t believe me as your president and you believe outsiders, then let me give you the World Bank’s last update of April 12, 2016.”

In quoting the World Bank’s report, President Mahama said the average growth rate projected for Africa is 3.3 per cent.

“So, if we are growing at 5.2, then definitely we are growing far above Africa’s average.”

‘Zero extra bank finance’

He said Ghana is still expecting final projection figures, which are likely to see the country’s economy growing by almost 4.0 per cent.

He added that currently the country is on zero extra bank financing, a marked departure from the past when governments had a 10 per cent ceiling of financial buffer from the Bank of Ghana.

This he said has been enforced as a result of the external credit facility (ECF) of the International Monetary Fund (IMF) programme.

NPP has no moral justification to talk about corruption – General Mosquito

Asiedu Nketia says NDC's record in corruption fight is unmatchedThe General Secretary of the governing National Democratic Congress (NDC), Johnson Asiedu Nketia, has taken a swipe at the opposition New Patriotic Party (NPP), saying they have no moral authority to accuse President John Dramani Mahama and the NDC government of being corrupt.

 

According to the NDC scribe, NPP’s record of fighting the dreaded canker both in the past and present has been nothing but pathetic.

“They claimed they are apostles of democracy but when Paul Afoko the then Chairman raised issues concerning a certain bank account, I am sure you know what happened to him. Can these people claim to be fighting corruption?” General Mosquito as he is affectionately called queried.

The flagbearer of the NPP, Nana Addo Dankwa Akufo-Addo, has described President John Mahama’s fight against corruption as a “sham” and “self-professed”.

But President Mahama noted during his last State of the Nation Address in Parliament that under his watch a lot of corruption-related activities have been exposed.

According to the President, that demonstrates his administration’s commitment to fighting corruption.

But delivering what he termed ‘The Real State of the Nation Address’ at the College of Physicians and Surgeons, Nana Addo said all the corruption scandals that had been exposed were not as a result of the President’s effort.

Rather, he said the media, civil society organisations and the Minority in Parliament had been responsible for bringing such scandals to the public’s attention.

Speaking on news and current affairs programme Ghana Dadwen on Onua FM on Wednesday, April 20 Mr Asiedu Nketiah maintained that President Mahama’s fight against corruption is unmatched.

“Just mention one instance of corruption case that the president is not dealing with, unlike Ex-President Kufour who said when you find any of his ministers to be indulging in an act of corruption, you should go and report to the police,” he stated.

Mr Asiedu Nketiah said if NPP in opposition is not able to solve issues of corruption, how will they be able to do so in government.

How can Nana Addo, he said, supervise suspension of people in the party who exposed corruption and still wants to govern.

“When they are chasing people out of the party over corruption, how will they fight it when they have power, master they should not talk about corruption.

“Have you heard that someone embezzles money in the NDC and he is covered? Asempa that is the difference between the NDC and the NPP.”

Minority leader criticizes Parliament; blames it for Ghana’s woes

file photoThe Minority Leader of Parliament, Osei Kyei Mensah Bonsu has criticized Parliament for its failure to properly hold the Executive in check, saying it is partly to be blamed for the many challenges facing the country.

He argued that if the legislators have been exercising their gatekeeping responsibility effectively, Ghana would not be experiencing some of the problems facing it currently.

“If Parliament were to exercise its functions properly, a lot of the ills that have been afflicting this country will not arise in the first place,” he said, adding “Parliament has the power of purse function; it is the gatekeeper of the national purse”.

He explained that the country’s financial administration and economic development would be guaranteed should Parliament insist and ensure that no president exceed budget allocations as captured in the Appropriation Act.

“If parliament insisted that it will not allow any president to exceed the ceiling of allocations as captured in the appropriations act and provided sanctions against presidents or executives who flout this, there will be sanity in our financial administration and economic development will be guaranteed” he said.

Speaking at a Symposium on Law and Public Policy, here in Accra, the minority leader indirectly questioned the process used in the election of parliamentarians and approval of presidential appointees.

He asked whether the people were electing the right people as parliamentarians whose expertise would shape development of the country and the laws that are made in the House.

“Given the utmost importance of parliament and indeed the role of parliamentarians, are we by the conduct of business in the various political parties electing the right caliber of persons to parliament to make the relevant laws that will shape the future developments of Ghana?” he queried

Mr Mensah Bonsu added: “If parliament were to comply with the constitutional imperatives during the approval process, the nation will be spared the ‘Mipaa Miniee’ syndrome which leads us to the create, loot and share”.

GOIL introduces fuel analysers to check adulteration, dilution

The use of the state-of-the-art device, according to the company, will address any challenge posed by product adulteration, smuggling and dilution in the downstream petroleum industry.

Mr. Kofi Nyarko, Health, Safety, Security and Environment Manager at GOIL said in a statement the fuel analysers would ensure that customers get the finest quality of fuel products.

“Quality is our number one priority and anytime customers buy fuel from our stations, they must be assured that the products have undergone rigorous check”, noted Mr. Nyarko.

Mr. Nyarko was optimistic that the equipment would tremendously enhance speedy resolution of customer complaints on adulteration and contamination of fuel products.

Essien hits back at unfit reports

file photoMichael Essien has denied stories that he is unfit and about to be sent packing by Greek side Panathinaikos.

Media reports in Greece have suggested Essien will leave the Greek giants because of concerns over his fitness but he has taken to Instagram to issue a rebuttal against the rumours.

The midfielder said: “When they cannot break you,then they start telling lies about you. I’m very well and fit… CheapNews. Jah bless still”, he posted on the photo-sharing social media platform.

Once considered one of the best midfielders in the world, he has tailed off in recent season and has managed just 13 appearances this season with Panathinaikos.

The former Chelsea, Real Madrid, AC Milan man did not however explain the reason for his recent absence from the Panathinaikos set up.

GHPL: Kotoko win, Hearts draw, AshGold bounce back

file photoKumasi Asante Kotoko have won their first back to back games of the season but Accra Hearts of Oak have failed to win in a third straight league game on a busy schedule of Ghana Premier League action.

The Porcupine Warriors who have struggled on the road throughout the season season, having lost their previous three visits to Aduana, Chelsea and WAFA got out of the blocks early with Dauda Mohammed’s goal under one minute in Dawu against Dreams FC.

They then held on thanks in large parts to some brilliant goalkeeping from Ernest Sowah to win their first game away from home and inflict a first home defeat on the hosts.

It was the second league win for Kotoko under caretaker boss Michael Osei and their third win on the bounce in addition to the MTN FA Cup triumph in Tumu against Real 24Hours.

The win takes their season’s points tally to 11 points, six behind leaders Wa All Stars who suffered a first defeat of the season at Bechem United.

Abednego Tetteh scored both goals for the BA outfit either side of a Kofi Yeboah equaliser for the Wa side. Despite the loss, All Stars remain top of the standings, two points from Accra Hearts of Oak.

The Phobians had been unstoppable this season until All Stars inflicted a first defeat on them two weeks ago. Since then, they have failed to win in two games and had to come behind to earn a point in Accra.

Cosmos Dauda scored a second half equaliser for the Phobians after Charles Boateng’s first half goal had given the Academy side the lead. The point is the first that WAFA have picked up away from home this season but they ended the game with ten men after star man Samuel Tetteh was sent off.

Elsewhere, defending champion AshantiGold had Anthony Yenful to thank for their second win of the season when he scored the winning goal in their Adansiman derby against New Edubiase which ended 2-1 after Wahab Annan had cancelled out Francis Adjei’s opener for the Miners.

There was a hat trick in Dormaa from a familiar name as Yahaya Mohammed scored three to help Aduana Stars whip Sekondi Eleven Wise 4-0. The hat trick to Yahaya’s season tally to four and his club up to 9th after a difficult start to the season.

It also left Hasaacas as the team with the worst defence after conceding 17 goals this season. They have also let in at least three goals in three different games this season.

In Dansoman, Latif Blessing scored his second brace of the season and his seventh and eighth goals as Liberty Professionals beat Berekum Chelsea 3-1 in Dansoman.

The top three places on the league standings remain unchanged despite defeats for All Stars and Dreams FC as well as a second straight draw for Hearts of Oak. All Stars remain top of the league with Accra Hearts of Oak in second place, two points behind. Dreams are third a point behind Hearts of Oak with Asante Kotoko now just two points behind fourth placed Liberty and six adrift of leaders Wa All Stars

GORY! 11 dead, one critically injured in two accidents

The mangled taxi [L] being cut-opened and [R] the tricycleEleven persons have died and one other seriously injured in two separate fatal accidents in  Accra and Dadiesoaba in the Brong Ahafo Region.

Two persons died on the spot in the Accra accident which involved a tipper truck  and a taxi at Awoshie Wednesday evening. The body of one of the victims is severed and locked up in the mangled taxi.

Nine others died on the spot and  one injured in the Dadiesoaba accident which occurred Tuesday afternoon involving a tricycle [Aboboyaa] and a tipper truck. The injured a currently seeking medical attention.

Personnel from the emergency services are currently at Awoshie Market Traffic Light where the Accra accident happened and are trying to cut-open the mangled taxi to remove the severed body.

The tipper truck with registration GT 1698-X which was loaded with huge culverts and the taxi, were said to be making a U-turn at the traffic intersection when the truck lost balance and landed on the taxi killing the two occupants instantly, eyewitnesses told TV3.

The eyewitness, Kofi Boateng told TV3 the accident occurred at about 5:30, adding “the taxi is destroyed beyond recognition. We can’t even identify the number plate and the make of the car.”

“Officers from the Fire Service and the Police are trying to cut the taxi to remove one of the occupants whose body has been dismembered,” he added.

He said the both the truck and the taxi were from the Pokuase area heading towards Awoshie junction, noting that when the cars got to the traffic intersection, they then tried to make a U-turn and in the process, the truck fell on the taxi which was in another lane on the trucks right-side.

The accident has caused traffic on the road which links the N1 Highway at Awoshie junction.

Dadiesoaba accident

Eyewitnesses say the tricycle with registration number M- 696- 15 which was carrying people collided head on with the sand tipping truck with the registration AS 5427-15 at a sharp curve on the Twabidi – Dadiésoaba road in Asutifi South, Brong Ahafo Region on Tuesday.

According to a witness, Nana Agyemang Opambour, the tricycle which was said to be speeding, bumped into the truck at the sharp curve and lost control in an attempt to swerve the truck. A child, said to be about five years old, fell from the tricycle onto the asphalt road.

He said the driver of the truck also tried avoid running over the child but the tricycle which had lost control unfortunately, collided with the truck killing 8 people instantly and left two critically injured. However, one of them passed on Wednesday, leaving the child as the only survivor.

Cases of bird flu confirmed in Western region

Bird fluThe Poultry Farmers Association of Ghana has confirmed that some birds at a poultry farm in New Takoradi, a suburb of Tarkwa in the Western Region, have been affected with the avian influenza (bird flu).

The Association however said the Veterinary Services Department has been able to contain the situation.

A team of veterinary and environmental officials last week destroyed about 250 birds, eight crates of eggs, four bags of poultry feed and empty egg crates suspected to have been infected with the disease.

In order to avoid creating unnecessary panic, the veterinary officials refused to tell the public what necessitated their action.

But President of the Poultry Farmers Association, Victor Oppong, who was part of the team that destroyed the birds confirmed on Onua FM’s Yen Sempa hosted by Kwame Karikari Wednesday the birds were affected with bird flu.

He said farmers, visitors and workers have been advised to stay away from the affected farm as part of the measures to ensure that the bird flu is completely eradicated.

Mr. Oppong however urged Ghanaians not be afraid to consume poultry products on the market because they are safe.

Coaches under pressure as GPL resumes

file photoThe Ghana Premier League resumes on Wednesday with a few coaches under pressure and Wa All Stars poised to continue their fine start to the season. Here is our preview of matchday eight of the Ghana Premier League.

The build up to the resumption of the Ghana Premier League has been dominated by feuds between coaches and their clubs.

Accra Hearts of Oak Kenichi Yatsuhashi has been called childish by his own chief executive. The Japanese also snubbed a meeting with the club owner because he thought it was ‘useless’ and has gone public with claims that players and technical staff are owed money.

All that will however be forgotten depending on what happens tomorrow against WAFA. Hearts have not won in their last three games including two in the league. If they return to winning ways, then Kenichi’s popularity base will expand even more. Anything less than that and those peeved by the events of this week will have more arsenal in what is proving to a major public spat against the Japanese.

Another man in need of a win to quell the pressure is AshantiGold coach Bashir Hayford. He has claimed the club’s poor form is because they owe players and dared them to pay him off and sack him if they think he is not good enough. It seems like years ago when they won the league title only last season. A poor run of form that has seen them pick up only seven points from the opening seven games means unless they begin to win against New Edubiase, then they will act.

Asante Kotoko stand-in coach Michael Osei will be keen to win for a different reason. Two wins in two since the sacking of David Duncan has calmed things in Kumasi but Kotoko have lost all their three away league games so far so he will be desperate to avoid a similar fate in Dawu when they play Dreams FC.

With many  jobs hanging on it, week eight of the Ghana Premier League should continue to provide the thrills that has made this season breath-taking already.

Voters’ Register: NPP raises concern over EC’s rejection of validation

NPPThe New Patriotic Party (NPP) has expressed worry over the raging controversy on the way forward regarding getting an authentic voters’ register for the 2016 elections.

Though it initially demanded a completely new register for the elections, the NPP says since the Electoral Commission (EC) rejected that in favour of a recommendation by its five-member committe, it also goes with the committee’s.

However, there has been controversy over what exactly the committee headed by retired Supreme Court Justice VCRAC Crabbe recommended.

While the NPP insists the five-member panel recommended a process of validation, the EC has denied it.

The Commission says nowhere did the report of the panel mention “validation”.

But at a press conference on Tuesday, April 19, Nana Akomea, the Communications Director of the party, explained that his party’s position is not different from the committee’s as captured in Pages 21 and 22 of the report.

“For the avoidance of any doubt whatsoever, the NPP states unequivocally that the party fully supports the conceded option/recommendation by the EC’S own Panel of experts for cleaning the 2016 voters’ register, whatever the description given the process.”

He said what the committee recommends and what his party’s initial position was is a middle way.

“It will be a matter of grave concern and bewilderment if any obstacles are placed in the way of adopting and implementing this middle way recommended by the EC’s own Panel /Committee of experts.”

Nana Addo’s bodyguard, cameraman released from BNI custody

file photoThe personal photographer and bodyguard of Nana Addo Dankwa Akufo-Addo have been released from the custody of the Bureau of National Investigations (BNI), TV3 can confirm.

The two – Kwadwo Kyeremeh and Malik Neequaye, were released at 11:55pm Tuesday, TV3 gathers.

The two had gone to the offices of the BNI on Tuesday in the company of Captain Edmund Koda – head of Nana Addo’d security – to serve as witnesses over some items said to have been taken from the retired captain’s residence some time back.

But a statement issued on Tuesday said the two were detained after their refusal to sign a ‘Personality Profile’ form.

Hostage MCE, management & CEO of Ayum Timbers rescued

file photoA team of Police from the Brong Ahafo Region has rescued the Municipal Chief Executive of Asunafo North and management members of the Ayum Timber Company who were held hostage for over six hours Tuesday.

About 500 workers of the timber firm held their management, the Chief Executive of the firm and the MCE, Alhaji Mohammed Kwaku Doku who were having a meeting hostage over a six-month unpaid salaries.

The workers surrounded the club house of the company at Mim at about 5:00pm Tuesday, and vowed not to allow the CEO, Naja David, the management members [about 16 of them] and the MCE out of the compound, TV3’s Larry Paa Kwesi Moses reported.

Although the Police from the Goaso Divisional Police Command were called in, reinforcement was sought from the regional capital, Sunyani, to help in the rescue mission.

It was until 10:30pm Tuesday that the reinforcement arrived at the scene, Paa Kwesi Moses reported, adding that “the police formed an escape route behind the club house and around 11:25pm, they managed to rescue the hostages at the blind side of the workers”.

But the workers told TV3 they will continue to agitate until the company settles their outstanding salaries and SSNIT contribution.

The workers are claiming the management of the company has failed to pay their salaries for the past six months, noting all attempts at getting their outstanding salaries paid have not yielded positive results hence their latest action.

Paa Kwesi Moses reported that the workers were last week offered GHC100  each with an assurance from  the management that they were arranging for a bank to come to the company to pay them three out of the six months arrears.

However, the workers say that promise is yet to materialized

About 2,500 workers of the timber firm, which is rated one of the biggest in the industry in Ghana, are affected by the unpaid salaries. Notwithstanding the non-payment, the workers have been working to ensure the smooth running of the company.

They are alleging that although their pay advice slips show a deduction of SSNIT, the company has for the past seven years not been paying the contribution to the fund managers.

According to them, the company’s health facility which they hitherto turned to for healthcare services is now virtually non functional due to unavailability of drugs, thus forcing workers to seek such services from other facilities at their own cost.

Over 13,000 teachers cleared to receive salary arrears

file photoA total of 13,268 teachers across the country have been cleared to receive their outstanding salaries that have delayed for the last two years.

Leadership of the various teacher unions are consequently expected to meet with government on Wednesday to decide on the payment process for the teachers who have been cleared by the team validating the authenticity of particulars of teachers across the country.

General Secretary of the Ghana National Association of Teachers, David Ofori Acheampong, who revelaed this Monday told 3FM that out of the 29,000 documents so far validated by the team, over 16,000 of the documents have queries.

“13,268 of the documents have been passed for payment and we deem it not appropriate to wait till all the validation process is completed before clearing them for payment. Leadership will meet on Wednesday to decide on how soon their payment process will be done,” he said

Following reports that a number of the teachers in the country employed by the Ghana Education Service presented fake certificates, the teachers were asked by the government to submit their particulars for validation before their salary arrears are paid.

The validation exercise, which is being undertaking by Audit Department and the Controller and Accountant General’s Department, has currently been suspended.

“We needed to at least show some evidence to our people that we are working so we will facilitate the payment of the over 13,000 [teachers] passed,’’ Mr Acheampong told 3FM 92.7

He revealed that due to funding constraint, the team has resolved to use the Teshie Nungua branch of the teachers’ hall for the remaining validation exercise when they reconvene on Sunday.

“You know that we were first at Apam but after the break when we convene this Sunday, the committee will be working from the GNAT hall at Teshie –Nungua” he said

62 firms apply to manage ECG

file photoSixty-two entities have expressed interest in taking over the Electricity Company of Ghana (ECG) as the country opens the doors of the company to private sector participation (PSP).

 

The entities have, consequently, received request for qualification documents from the Millennium Development Authority (MiDA).

The companies are expected to submit their interests by May 3, 2016 to pave the way for the selection of a company or a consortium to manage, operate and invest in the ECG for the next 25 years.

The duration is, however, subject to compliance with the terms of the concession agreement by the selected entity.

The entities which have expressed interest in the company are from Ghana, South Africa, the United States of America, Israel, Turkey, India, Ireland, the United Kingdom, France, the United Arab Emirates and Lebanon.

As part of the terms, the transaction will not involve the sale of assets, as the ECG will continue to be the owner of those assets and will be restructured as an asset-holding company.

Transform sector

Speaking at a road show on the concession for the management, operation and investment in electricity distribution in Accra yesterday, the CEO of MiDA, Owura K. Sarfo, said the PSP was “part of the process to positively transform Ghana’s power sector”.

Currently, the ECG requires not less than $200 million annually for investment in its network. While it has more than three million registered customers, the company sells 6,000 gigawatts per hour of electricity to 18 million people in six regions.

The road show, which brought together prospective investors and stakeholders in the power sector in Ghana, was to provide additional information on the transaction.

It gave the potential investors an opportunity to meet one another, form alliances and facilitate the promotion of local content which is a requirement of the PSP transaction.

Conditions

The transaction is expected to satisfy conditions, including the ability of the selected entity to leverage private sector capital to address operational and commercial competencies necessary for specific challenges facing ECG’s operation.

It must encourage local participation at both the ownership and operational levels, ensure equitable treatment of ECG staff and be sensitive to local customs and conditions.

The Compact Two of the Millennium Challenge Account (MCA) between the Government of Ghana and the Millennium Challenge Corporation (MCC) of the United States of America demands that the ECG PSP provider should have relevant technical experience and a proven track record of helping electricity distribution companies of similar size and scope for the ECG to become profitable.

Additionally, it must have adequate financial capacity to satisfy the minimum equity threshold to meet the requirements of the transaction.

No compromises

The Deputy Minister of Power, Mr John Jinapor, who launched the road show, said the government expected the selected entity to go beyond managing and operating the assets of the ECG.

“We expect the selected concessionaire to manage, operate and invest in the company. We do not want you to take over the ECG just to run the assets over the period. What we want you to do is invest in that company and improve its performance, so that Ghanaians will see wisdom in our decision to opt for the concession,” he said.

History to guide

This is not the first time Ghana is involving the private sector in the management of a utility company.

In 2006, the government signed a five-year management contract with Aqua Vitens Rand Limited (AVRL) on a World Bank advice to improve service delivery in the water sector.

But the contract was not renewed in May 2011 after pressure was put on the government not to renew the contract because the AVRL failed to deliver.

Probably with that in mind, Mr Jinapor said the government had history to guide it, for which reason it would hold the selected entity on its key performance indicators.

Mr Jinapor also insisted that the government would not compromise on the need for local content participation as the PSP transaction demanded.

The Managing Director of the ECG, Mr Robert Dwamena, for his part, gave an assurance that the company would work with the selected entity to transform the power sector and ensure value for money.

“We will monitor, evaluate and ensure that the investment made in the company helps improve electricity distribution,” he added.

MCA Compact Two

Under the Compact Two arrangement, the government has decided to give the ECG to a private entity on concession.

Under the move, the government will enter into a contract with the private sector partner which will have exclusive rights to operate, maintain and invest in the ECG for a stated number of years, beginning January 2017.

Compact Two of the MCA between the government and the MCC is a Power Compact aimed at transforming the ECG in terms of technology and efficiency in power distribution to become a stronger company able to meet the current and future needs of Ghanaian families and businesses.

The problems

Ghana’s power sector had been in crisis mode until late last year. With the crisis stretching back to 2011, the need for investment in the energy sector became crucial. Before then, there had been energy crisis in the 1980s, 1998 and 2007.

According to the Ghana Atomic Energy Commission (GAEC) figures, by 2020 the country would need 6,000MW of electricity to meet the demands of industry and for domestic use.

But with the ECG struggling, stakeholders believe that PSP is the way out to attract the much needed investment.

Over the years, the needs of the power sector, that is struggling to meet increasing demands, include the need to stabilise, expand and build a robust transmission network that will assure reliability of supply to customers.

The system also has to deal with obsolete equipment, some as old as 48 years.
