Tons of cashew nuts rot as Ministry imposes ban on export

0

CashewTons of cashew nuts are getting rotten in the Brong Ahafo Region as cashew buyers are unable to export nuts to foreign markets due to an export ban placed on the commodity by the Ministry of Trade and Industry (MOTI).

The ban was enforced as part of measures to improve local processing of cashew which is expected to create jobs and add value to agricultural products before exports.

However, buyers of the produce say, out of the 950,000 bags of cashew produced in the country, factories in the country have the capacity to process only 35,000 bags of cashew leaving over 900,000 bags worth millions of cedis to rot.

In an interview with Onua FM’s Obaapayin Abena Nyamekye, the acting Chairman of the Cashew Buyers Association in Techiman, Mr Mumuni Issah said if the ban is not lifted by the end of May this year, “no processing plant will be allowed to buy any cashew nut from the region.”

He said most farmers have invested in the expansion of their farms and as result the farmers have to sell their produce and provide returns to their investors, most of whom are foreigners from Nigeria.

“We want government to lift the ban on export of raw cashew nuts to allow us export the commodity to generate revenue to pay back our investors and provide livelihood for our families,” he said.

“The ban on export of cashew is putting farmers at the mercy of the two functioning processing plants who can quote low prices to buy the cashew, but farmers will have no choice since there are no alternatives,” he added.

He said though the association supports the strengthening of local industries, the ban would impoverish cashew farmers as their produce go bad.

There are 12 processing companies in the country, 10 have shut down, leaving Mim Cashew and Agricultural Products Ltd and recently opened Usibra Limited.

President Adjaho has ‘limited powers’ – law lecturer

0

Mr Adjaho [left] and lawyer OppongA law lecturer, Yaw Oppong, says although the Speaker of Parliament has assumed the country’s presidency, he cannot perform certain critical functions without consulting President John Dramani Mahama.
He observed that the 1992 Constitution is silent on the decisions that could be taken by the Speaker of Parliament when he is sworn-in as the President in the absence of an elected President and his Vice.

“There is a constitutional shortfall in the area where he [Doe Adjaho] can do reshuffle but as a rational human being, if something has happened and it needs dismissal, he must consult the President and take the decision,” Mr Oppong argued on Onua 95.1FM Thursday.

He said notwithstanding the fact that both President John Mahama and Paa Kwesi Amissah-Arthur are outside the jurisdiction, they remain the President and Vice respectively as the 1992 constitution  empowers them to perform their legitimate duties outside the country.

According to him, Mr Doe Adjaho cannot be said to be an acting President in view of the absence of President Mahama and his Vice, arguing “if we say he is acting, it means there is no President in Ghana but in this case, we have them but they have just travelled on official assignments”.

Commenting on the swearing in of Mr Adjaho as President on Wednesday, Mr Oppong added: “while they are not here, they are performing their constitutional duties”.

He advised against the President and his Vice travelling out of the country at the same time because some of the businesses they travel outside to do could be done by our ambassadors in those countries

“We should look at the situation where the two will not be absent in the country because some of the issues can be handled by our ambassadors and high commissioners so the President and the Vice should not travel together at the same time,” he advised.

Mr Adjaho was sworn-in as President on Wednesday by Chief Justice Georgina T. Wood at the Parliament House in Accra amidst cheers from the minority Members of Parliament who shouted “Presido” repeatedly. He took the Presidential oath.

The minority MPs urged Mr Adjaho, who can best be described as a temporary or caretaker President, to use the opportunity to announce a ministerial reshuffle of the Mahama-led government, TV3’s Parliamentary correspondent Evelyn Tengmaa reported.

President Mahama left Accra Wednesday morning for Glasgow in the United Kingdom on official visit where he is scheduled to observe the First Minister’s question time and address a meeting of parliamentarians. He is expected to return on March 19.

His vice, Paa Kwesi Amissah-Arthur arrived in New Delhi, India on Monday for a two-day investment summit on Africa. It is not clear when he is likely to return as official communication did not state.

Although the 1992 Constitution prescribes that the Speaker be sworn into office to act as President any time the President and his Vice are out of the country, Mr. Adjaho on two occasions on November 5 and 7, 2015, declined to be sworn as the acting President when both the President and his Vice were out of the country on official duties.

He explained to the House that he had, in consultation with the Chief Justice, agreed that since he had taken the same oath on October 19, 2013 when the President and his vice were out of the country, there was no need for him to do so again.

But the Supreme Court in December last year ruled Mr Doe Adjaho breached Article 60 (11)-(12) of the 1992 Constitution by the said refusal that received mixed reaction from Parliamentarians and governance experts.

PPP insists on independent auditors for election results

0

PPPThe Progressive Peoples Party (PPP) is calling for independent auditors to audit and transmit the elections results in the upcoming general elections.

Ghana goes to the polls on November 7 to elect a President and Members of Parliament, but there have been concerns about the readiness of the Electoral Commission for the national exercise.

The Electoral Commission recently published a request for expression of interest in providing ICT services for the November 2016 elections which is aimed at transmitting results directly from the polling stations to the National Coalition Center as well as the constituency coalition centers.

But the PPP is not convinced by this initiative because the expression of interest did not include auditors.

Chairman of the party, Mr. Brew Hammond, speaking on 3FM’s Sunrise hosted by Winston Amoah insisted the Electoral Commission should include independent auditors in the expression of interest.

“Since 1992 we have never published any of our election results even for our academic institutions to do research on them.

“We are appealing to the Electoral Commission and to the people of Ghana that including an independent auditor in the design of our ICT system will be beneficial to the people of Ghana and to the integrity of the results as it is released.

“We would all like to avoid a disputed election again like we did in 2012 and the only way to do this is to have independent auditors ensuring that the numbers being transmitted are not being tampered with”.

Payment for NSS registration policy not new – Secretariat

0

NASPAThe Public Relations Officer at the National Service Secretariat, Ambrose Antsiwah Jnr., has swayed public concerns about the scheme’s policy asking service personnel to pay registration fees.

According to him, the policy has been in existence for years only that people are now averting their minds to it.

The National Service Scheme has come under severe criticism by some national personnel and the general public for charging GH¢40 for registration. Many have questioned why people have to pay to serve their nation.

But responding to the criticism on 3FM’s Late Edition show, Mr. Antsiwah explained, “this has been there for the past five to six years”.

He further noted that the money collected does not directly go to the coffers of the secretariat.

Whatever is collected is channeled into the payment of online registration, personnel association dues, ID cards among others, he said.

“The money doesn’t come to us; not even one pesewa comes to the scheme itself,” he stressed.

Doe Adjaho now President of Ghana, MPs call for reshuffle

0

Speaker of parliamentGhana’s Speaker of Parliament, Edward Doe Adjaho, has assumed the country’s Presidency for a limited period of four days as both the President, John Mahama and his Vice are out of the country.

Mr Adjaho was sworn in a while ago by Chief Justice Georgina T. Wood at the Parliament House in Accra amidst cheers from the minority Members of Parliament who shouted “Presido” repeatedly. He took the Presidential oath and signed the Presidential Oath book.

The minority MPs want Mr Adjaho, who can best be described as a temporary or caretaker President, to use the opportunity to announce a ministerial reshuffle of the Mahama-led government, TV3’s Parliamentary correspondent, Evelyn Tengmaa reports

But the Supreme Court in December last year ruled Mr Doe Adjaho breached Article 60 (11)-(12) of the 1992 Constitution by the said refusal that received mixed reaction from Parliamentarians and governance experts.

TV3’s Evelyn Tengmaa reports Wednesday morning that Mr. Doe Adjaho announced few minutes into parliamentary proceedings that he had received a communication from the Presidency that President Mahama was leaving the jurisdiction.

He said the Vice President already out of the country and for that reason he was to be sworn as the acting President.

“Mr Speaker then left his seat for the First Deputy Speaker, Ebo Barton-Odro to take over the proceedings as he left the chamber,” Evelyn reports.

She reports that few minutes later Mr Adjaho and Mrs Wood came into the chamber where the Chief Justice administered the Presidential oath to Mr Adjaho who had in previous occasion refused to be sworn-in.
In that landmark Supreme Court ruling, the nine-member panel, presided over by Mrs Justice Sophia Akuffo, averred  that the “Speaker of Parliament shall always, before assuming the functions of the Office of President when the President and the Vice-President are unable to perform their functions, take and subscribe to the oath set out in relation to the Office of President”, the Daily Graphic reported

“The Speaker is obliged to swear the oath each time he assumes the Office of the President. There is no ambiguity in articles 60 (11) and 60 (12),” the report quoted Mr Justice Sulley Gbadegbe, who read the court’s decision.

This is WHY you become UNATTRACTIVE unknowingly

0

LifestyleEveryone strives to be a great person, kind, caring, and compassionate. But for some people, that’s not always the case.

There are many behaviours or ‘bad habits’ that people have that make them seem unattractive, annoying, or someone that no one wants to be around with.A few of these harmful characteristics are offered for you below, and if you happen to realize that you embody any of them – quit! You might find your circle of friends grow once you do.

1. You are Self-Absorbed

Many people do this without realizing it. You focus solely on yourself, talk only about yourself, and often don’t care what others around you have to say. You think you’re the only one who matters. If this is you, it’s time to change. No one wants to be a friend with someone who only cares about themselves.

2. You Focus on Outer Beauty, Ignoring What’s Inside

Surprisingly, true beauty comes from within your heart, body, and soul. Your physical appearance isn’t what should matter, but people with unattractive behaviors think that outer beauty is all that matters. Take a look in the mirror – deep within yourself – and you might see what lies beneath. An ugly person. Unless you change your way of thinking.

3. You are Always in Competition

Are you the person who has to be better than everyone else, see more, do more? If so, you’re an unattractive person. You should be more caring towards your friends, and let them have their moment. If they overcame their fear of heights and climbed 10 feet in the air, don’t say, “That’s all? I’ve climbed 30 feet!” Instead say, “Wow! That’s awesome. I’m really proud of you.”

4. You View Your Friends as Enemies

People who are seen as unattractive are often in fights with their friends. Instead of banning together and truly being able to care for others, you’re always turning your back, and stabbing them in theirs. Your friends are not your enemies. They are your allies.

5. You Question Your Importance to Others

You are definitely an unattractive person when you constantly question why others don’t see you as important as you think they should. For instance, your two friends went somewhere without you – it doesn’t matter to them – but to you it does. Get over it. They’re still your friend, and their lives don’t stop when you’re not around.

6. You are the Boss

In a group of friends, everyone should be on an equal playing field. If you’re the one always making the decisions, constantly needing to be in charge, or trying to control what others are doing, you’re acting in an unattractive way.

7. You are Dishonest

When it comes to being a great friend, or someone who others want to be around, you need to be honest. Many people who partake in ugly behaviors are often dishonest, lying about everything, inquiring about every question asked about them, and how they truly feel about different things. Yes, honesty is the best policy.

8. You are Rude

If you’re the person that’s frequently impolite, offensive, or embarrassing your friends with your rude comments in public – quit. You’re not someone people want to be around. There are going to be times when you don’t agree with someone, or see something you didn’t want to see, but there’s no point in making a scene, because you’re making everyone look at your terrible behavior and they’re not seeing what you’re seeing.

9. You are Unreliable, Yet Dependent Upon Others

Are you there when your friends call for help? Or are you always busy when someone needs you? If you’re the person no one can count on, that’s an unattractive quality in friendships. Similarly, if you’re the one always calling for help from others, yet never offering yours when they need it, that’s another unattractive quality that no one wants in a friend.

10. You are Always Negative

Pessimism is not an attractive quality. If you’re constantly putting things down, or seeing situations in a negative light, try and change your attitude. Nobody wants to be friends with someone who’s constantly seeing the negative instead of the positive.

Obama picks Garland for Supreme Court

0

President Barack ObamaPresident Barack Obama has nominated veteran appeals court judge Merrick Garland to be the next US Supreme Court Justice.

The Supreme Court vacancy follows the death of Antonin Scalia last month.

Judge Garland, 63, is viewed as a moderate and has won praise from senior Republican figures.

The appointment has to be ratified by the Senate, but its Republican majority has vowed to block a vote on any Supreme Court nominee from Mr Obama.

Republicans have called on the president to leave the nomination to his successor, who will be elected in November.

The death of Justice Scalia, a staunch conservative, left the nine-member Supreme Court evenly divided between conservatives and liberals.

t also set off a battle in a presidential election year over Justice Scalia’s successor.

Urging the Senate to support Mr Garland, the US president said: “He is the right man for the job. He deserves to be confirmed”.

President Obama said Mr Garland – chief judge of the Washington appeals court and a former prosecutor – enjoyed respect from Democrats and Republicans alike.

Announcing the nomination in the White House Rose Garden, Mr Obama praised Mr Garland’s decency, integrity and even-handedness during his long career in public service, and described him as an exemplary judge.

Mr Garland was prepared to serve on the court immediately, he said.

President Obama expressed hope that Republicans would act in a bipartisan spirit and give Mr Garland a “fair hearing”.

The nomination was the “greatest honour of my life”, Mr Garland said.

Mr Garland was appointed by Democratic President Bill Clinton in 1997, winning confirmation in a 76-23 Senate vote, and served in the Justice Department during the Clinton administration prior to that.

‘If not Garland, who?’

Republicans again stressed they would defer action on a nomination to the Supreme Court until after the election.

Senate Republican majority leader Mitch McConnell said the American people should have a voice in filling the vacancy. He also accused Mr Obama of making the nomination “in order to politicise it for purposes of the election”.

Another Republican – Paul Ryan, the Speaker of the House of Representatives – said this had never been about who the nominee is.

“It is about a basic principle. Under our Constitution, the president has every right to make this nomination, and the Senate has every right not to confirm a nominee.”

Senate Minority Leader Harry Reid said Republicans must act on the president’s choice.

And a senior Democratic Senator, Chuck Schumer, described Merrick Garland as a “bipartisan choice”.

He asked: “If the Republicans can’t support him, who can they support?”

Grant serves old dish in new plates with Mozambique squad

0

GrantSame old set of players, different set of matches. That was the underwhelming feeling when Ghana boss Avram Grant named his Black Stars squad for the double Nations Cup qualifying header against Mozambique on March 24th and 27th.

The Black Stars top group H after six maximum points and should negotiate the next two set of qualifiers without losing their grip on the group even though that does not mean Ghana boss Avram Grant has picked an unquestionable set of 23 players for the games in Maputo and Accra.

Andre Dede Ayew is absent through injury and Kwadwo Asamoah has not been named despite being fit again for Juventus. The only guess could be that he needs time to regain his form at club level after the intensity of his recent troubles with injuries.

PLUSES (Return of Kwarasey and call ups of Duncan, Tetteh and Assifuah)

Turning Black Stars squads inside out is fun. There is always the big question of who has missed out, who made it but doesn’t deserve to be there and who we know would get in even with one crooked leg. We will get into those ones later but first the positives in the 23-man squad that Grant released.

And perharps the biggest from it is the return of Adam Larsen Kwarasey. The USA-based goalkeeper is no David De Gea. In fact we remember him for as many horror moments in the Black Stars jersey as we remember him for the good times but it has been painfully clear even for his fiercest critics especially after his recent season in the MLS that he at least deserves another crack at international duty.

Kwarasey knows he won’t walk into the Black Stars as first choice but even better for the Ghanaian football fan is that Razak Braimah knows he is no longer the undisputed number one. It is even more re-assuring that the man supposed to be providing the competition is not Fatau Dauda whose form in AshantiGold’s African champions league campaign summed up the problem with Ghana’s crop of goalkeepers.

There is also the call up for Alfred Duncan which has come a game or two late but which is just to reward him for his consistency in central midfield for the Italian side Sassuolo this season. The former Inter Milan man is one of many exciting youngsters to get another chance.

Samuel Tetteh has been rewarded for his four goals in the Ghana Premier League with WAFA which means he can bring his speeds and play making skill to bear on Ghana’s Nations Cup qualification efforts.

Then there is Ebenezer Assifuah who is maturing nicely at FC Sion. If he is not scoring, he is running tirelessly down the right side of attack for the Swiss and laying on goals.

ACES (Frank Acheampong and goal scoring form of Warris)

We often complain about Ghana’s strike force and their heavy reliance on Asamoah Gyan.

Against Mozambique, that should not be a problem if the players can transmit club form to international duty. Assifuah has been scoring, Majeed Warris has found that goal scoring touch again and will be confident of ending his long, barren spell in front of goal for Ghana that stretches back to three years.

Frank Acheampong is playing like a man possesed too with pace, trickery and ultimately goals. Should be a real asset for the Black Stars in those two games.

RISKS

Wakasso’s inclusion on the face looks like a potential game changer due largely to his superb form for Ghana. He rescued the side in Kigali and then played a blinder against Mauritius and Comoros but he is coming off an injury that we were never sure he would recover from so quickly so the risk factor is obvious.

Asamoah Gyan has been back for his Chinese side after his recent injury scare but he has not scored since August. Fitness appears to be an issues. That said Gyan is Gyan and leaving him out unless he is on two broken legs is not an option.

VERDICT

It is hard to argue with many of Grant’s choices but also a bit baffling that after claiming to monitor players in Europe for almost two months Grant did not seem to see any of those players shaking things up nicely.

Albert Adomah has so badly stereotyped, nothing he does is impressive. Inkoom is a goner. Meanwhile Edwin Gyimah continues to get call ups because he is Edwin Gyimah.

It turns out you don’t need months in Europe to make Black Stars call ups afterall.

Fake teacher certificate scandal: Prosecute GES staff involved – GNAT

0

GNATThe Ghana National Association of Teachers (GNAT) wants all those complicit in the alleged fake certificate scandal that has rocked Ghana’s educational sector to be arrested and prosecuted alongside the teachers.

The GNAT says there are obviously people who aided those teachers so far identified to have used fake certificates to get employed by the Ghana Education Service.

The Ghana Education Service (GES) has handed over 186 teachers from two regions to the Bureau of National Investigations (BNI) for their alleged use of fake certificates and impersonation.

One hundred and seventy-five of the affected teachers are from the Brong Ahafo Region, while the remaining 11 are from the Volta Region. But the GNAT says the teachers did not enter into the service without the connivance of staff of the Ghana Education Service hence those staff must also be fished out and prosecuted.

Speaking on the issue on Onua FM’s Yen Sempa Wednesday morning, the General Secretary of GNAT, David Ofori Acheampong said “we are not surprised about the findings and we are happy about it”.

Mr. Ofori Acheampong said “the GES has the opportunity to scrutinize their certificates because they recruited them so if such people have been found, it should not be only teachers but those who helped to get the fake certificates must be included”.

France to deploy reaction force in Burkina Faso

0

Burkina fasoFrance has said it will deploy a paramilitary police force in the capital of Burkina Faso to react quickly in the event of new attacks by Islamist militants in West Africa.

The move comes two days after gunmen opened fire at an Ivory Coast beach resort killing 18 people, including four French citizens.

Al-Qaeda in the Islamic Maghreb (AQIM) said it carried out the assault.

Militants have also launched attacks in Burkina Faso and Mali recently.

French Interior Minister Bernard Cazeneuve made the announcement on a visit to Abidjan to show France’s support for Ivory Coast. He was joined by Foreign Minister Jean-Marc Ayrault.

There, they visited some of the wounded from Sunday’s attack on the Grand-Bassam resort, the first jihadist attack in Ivory Coast and the third in the region since November.

“The desire to position this (gendarmerie) team in Ouagadougou is to enable us to immediately dispense advice and co-ordinate other actions in the event of a terrorist crisis,” Mr Cazeneuve said.

France has about 3,500 troops to combat militants across the Sahel region. Its Operation Barkhane succeeded Operation Serval, launched in 2013 to oust extremists from northern Mali.

AQIM threatened France and its allies in Mali, saying they would “receive a response”, with their “criminal leaders” and interests targeted.

The al-Qaeda linked group has also claimed two other similar attacks – an assault on a cafe and a hotel in Burkina Faso in January that killed 30 people, and a hostage siege at a hotel in Mali in November that left 30 dead.

Tetteh Quarshie Hospital begs for survival

0

Tetteh Quarshie HospitalThe Tetteh Quarshie Hospital at Akuapem Mampong in the Eastern Region has been brought to its knees by lack of basic equipment and infrastructure; a situation that is making the facility ineffective in providing some of its critical services.

Basic equipment like X-Ray, sterilization and laundry machines have been left un-serviced, almost a year after it broke down. This compels authorities to refer cases requiring X-ray to the Koforidua Hospital.

Several offices of the Hospital operate from what authorities say are borrowed apartments due to congestion arising out of inadequate infrastructure.

The Hospital was established in 1961 and handed over to government in 1967. In 1998, it was re-equipped but almost two decades on, no major rehabilitation works has been done again, TV3’s Eastern Regional Correspondent Yvonne Neequaye has reported.

Superintendent of the Hospital, Dr Mawuli Gyakubu, who revealed the current condition of the facility to Yvonne, said lack of critical equipment is affecting the smooth operation of the place, which serves the Akuapem ridge area.

T2

The broken down X-Ray machine at the Hospital

He said the current condition of the facility, especially the lack of critical equipment like X-Ray machine put the lives of accident victims who are brought there in danger, as they are not able to immediately check for any possible abnormalities within the body ranging from broken or fractured bones to tumor among others.

Yvonne reports that the Hospital infrastructure itself is in dire need of rehabilitation and expansion, several offices operate in borrowed apartment, creating some congestion.

She said that although the Management acknowledges government’s efforts at resolving their challenges, a lot more has to be done to put it the Hospital back into shape. “Trying as government is, we know they are but still we have need,” Dr Gyakubu said.

He said although there is some form of MOU between government and Philips, the company is unable to service the X-Ray machine, explaining that “should there be any accident in the ridge with fractures and other forms of trauma that we need x-ray machine, we will not be able to assist, we will have to refer”.

He said, “the issue of bed still stands,” noting they have made several calls to get some but always the feedback they get is “there are no beds”.

Dr Gyakubu said although they have an eye specialist, the person drives from 37 in Accra to the Hospital everyday due to lack of accommodation, adding, “I drive from Dawhenya everyday because I don’t have accommodation”.

He said the pediatrician, pharmacists and other staff drive from Accra to the hospital everyday, noting, “this is the situation”. He said the hospital lacks in-house banking unit, a unit he explained, could help reduce pilfering in the facility.

Meanwhile, the hospital authorities and other stakeholders have been marking 55 years of the hospitals existence in providing health care to the hundreds of persons In the Akuapem North District of the Eastern Region and beyond.

The stakeholders expressed worry at the devastation of the facility and argued poor maintenance was also a contributing factor and could not fathom how a facility in remembrance of the one who brought cocoa into the country could be allowed to deteriorate.

Bawumia: Restoration of teacher trainee allowances non-negotiable

0

Dr BawumiaDr. Mahamudu Bawumia, 2016 Vice-Presidential Candidate of the New Patriotic Party (NPP), says the party sees the need to restore allowances to trainee teachers and nurses as non-negotiable, explaining that teacher education, in particular, is critical to developing the quality human resource Ghana needs to succeed in the competitive global community.

“We will restore the teacher and nursing training allowances – for us, it is non-negotiable. Every nation must prioritize certain sectors at every point in time and invest the necessary resources to reap maximum benefits and, for the NPP, Ghana today needs to invest every necessary resource in education to give us the quality human resource we need to win the globally competitive economic battle,” he said.

Dr. Bawumia made these comments at the Dambai College of Education (DACE), on Monday, after listening to the complaints of students and lecturers of the College on conditions of teacher trainees and colleges of education across the country.

Speaking at the Forum, Mr. Lambert Ahiadzu Sefadzi, Head of the Social Sciences Department at the College, decried the current conditions of colleges of education, stating that the current government has no policy framework toward teacher education.

“There are a lot of problems facing colleges of education but only one has gained prominence: the issue of the withdrawal of the teacher trainee allowances. However, there are other problems, including inability of government to implement fully the Colleges of Education Bill, poor infrastructure among others. The Colleges of Education Bill which was passed in 2012 making the colleges tertiary institutions is not fully implemented. When it suits government, they cite parts of the Bill, for example the withdrawal of Teacher Trainee Allowances.

“It would interest you to know that since 2012, tutors in Colleges of Education have been doing the work of tertiary teachers but are paid like teachers of basic and secondary cycle schools, though they have all the qualification required by the National Council of Tertiary Education. Migration of teachers of Colleges of Education to the NCTE payroll has also not been done. Government continues to drag its feet saying there is no money while teachers continue to do everything and produce Diploma certificated teachers, without any commensurate compensation.

“They have reduced entry requirements to attract a lot of people to Colleges of Education. In the past, individuals were required to have at least C6 in all core subjects to gain entry to the Colleges of Education but because the cost of training has gone up and individuals are financing their education, they have reduced the entry requirement to D7 to attract a lot of students and this is what they are using to boast that enrolment has increased in Colleges of Education.”

Asaanah Peter Anagbila, a student of the College, stated that as a result of the scrapping of the allowances, though it has been three weeks since the school reopened for classes, many of their colleagues have not been able to return because they have not been able to find money to pay for their fees and for their upkeep.

“I am happy to know that Nana Akufo-Addo and Dr. Bawumia have indicated their resolve to restore the teacher trainee allowances. This is what gives us hope and we are grateful. With the restoration of teacher trainee allowances, teacher education will be once again attractive in Ghana,” he added.

When he took his turn, Dr. Bawumia explained that the NDC government had decided to take the path of taxing every conceivable item and abolishing all kinds of expenditure because it had mismanaged the unprecedented resources that had come into the country within the last 7 years.

“In the government’s desperation and recourse to a fixation on taxation and unfortunate cuts in the hope that it would fill the hole they have sunk the Ghanaian economy into, they have also cancelled the all-important teacher trainee allowances. It is instructive to note that this policy, like the many other desperate schemes, was introduced around 2013 and 2014 after the Government had recklessly borrowed and overspent in the 2012 Election year leading to double digit fiscal deficits in 2012 and 2013.

“Ladies and Gentlemen, when you are desperate and when you find yourself in a hole, any idea will sound great to you because you have very limited options. It is therefore not surprising the number of desperate schemes and policies this government keeps innovating in attempt to climb back up from the hole,” he stated.

Dr. Mahamudu Bawumia noted that the decision to scrap the allowances was worrying as it betrays a lack of appreciation of the need to prioritise education and especially the training of key professionals such as teachers and nurses.

“As the government continues to claim that the policy to scrap the allowances is the best thing to have happened to teacher trainees and training colleges, the supposed biggest beneficiaries of the policy, trainees, continue to cry out and face unbearable hardships to keep themselves in school after the cancellation of the allowances,” he lamented.

Dr. Bawumia reiterated the NPP’s promise to restore the allowances to ensure that Ghana develops the necessary human resource for development.
