NPP will drop senseless financial service tax, other nuisance taxes – Bawumia

0
Dr. Mahamudu Bawumia
Dr. Mahamudu Bawumia

The New Patriotic Party would do away with the financial service tax and other taxes it considers “nuisance” if voted into power, its vice presidential candidate Dr. Mahamudu Bawumia has announced.

The economist is convinced the move would ensure that the country’s economy is robust and conducive for businesses to thrive.

“Nana Akufo-Addo’s government will put together the most business friendly, the most people friendly economy on this continent,” Dr. Bawumia promised.

VAT on fee-based financial services was introduced in 2014 but took effect from January 2015. Services such as payment order, overdraft processing, arrangement fee for facilities, statements and certificates of balance attract 17.5% tax under VAT Act 2013 (Act 870).

But Dr. Bawumia told Accra-based Citi FM on Friday there is no wisdom in taxing these financial services.

“Corporate taxes, we want to bring down for sure, the capital gain taxes is too high, the tax on financial services doesn’t make sense, the tax on bringing solar panels into Ghana doesn’t make sense when we want to solve an energy problem. We are going to take away what we called some of these nuisance taxes,” he emphasised.

The NPP is on record to have vehemently opposed the Value Added Tax when it was introduced by the Rawlings administration in 1995 which led to the fatal ‘Kumi preko’ demonstration.

The party who felt the tax was going to worsen the wobbling economic situation at the time promised to reduce the tax, but it ended up increasing it when the party gained power.

Nonetheless, Dr. Mahamudu Bawumia is cocksure the NPP would not pay lip service to taxes it want reduced or withdrawn.

“Some of them we are going to repeal all together, the VAT on financial services has to go, there is no reason why we should be taxing import duty on solar panels and raw materials for example. We will take them out …to give the private more incentives to produce,” he pointed out.

Dr. Bawumia who is a former Deputy Governor at the Bank of Ghana also implored government to give tax incentives to local companies just as it gives to foreign ones to increase production.

Mallams and Pastors follows the story of a power drunk presidential candidate struggling to manage the stress of winning political power and overturning a deadly prophecy by a powerful man of God.

The play promises to teach the audience how to identify the symptoms of stress, how to prevent stress, the unhealthy and the healthy ways of managing stress.

Two-hour downpour floods Cape Coast, businesses come to a stop

The situation at the Kotokuraba, which NADMO described as ‘flash flood’

An early morning downpour has caused flooding in parts of Cape Coast in the Central Region, bringing commercial activities at the main central business district in the municipality to a halt.

Most shops along the Kotokuraba area have been shut as roads there have been submerged by the about two hours of rainfall which started around 10:00am Friday, TV3’s Thomas Cann reports.

The road from the Coronation Junction to the Kotokuraba market area has also been taken over by the flood; a situation our correspondent reports, has impeded vehicular movement as drivers fear being swept away.

Places like the Thursday Market around the London Bridge, Starlet 91 Road [Close to the old Agric Development Bank], and Siwedu among other places in the Cape Coast municipality have all been flooded while gutters in those areas have also overflowed their banks.

Our correspondent reports that a driver who attempted to go through the flooded road at the Kotokuraba area hit another car causing slight damage to the car, adding a few people who also dared to walk through the flood water landed in gutters with some bruises.

“Generally, some of the gutters at the flood prone areas have been overflowing,” Thomas Cann reports, adding ” It’s still raining but it is not as heavy as it started. The weather has not been too good and  it’s been drizzling  throughout the night.”

On Thursday, Cape Coast experienced about two hours of downpour but did not cause any flooding.

‘Flash flood’

The Ghana National Fire Service has moved in to the Kotokuraba area to pump the water from the road.

Meanwhile, the National Disaster Management Organisation has described the situation as “flash flood”, noting the water has begun receding into the sea.

The Regional Chief Disaster Manager, Emmanuel Sandy Amartey Snr told 3News Friday that officials are currently on the ground assessing the situation, which he said has so far not caused any damage to property or human life.

He said he and his team were on their way to the Kakum area to check the level of the Kakum River.

Govt doesn’t create jobs but… Bawumia

0

Bawumia

The running mate of NPP’s flagbearer, Dr. Mahamudu Bawumia has conceded although it is not the primary responsibility of the government to create jobs, it has a responsibility to provide the necessary grounds for the private sector to create jobs.

The government has come under intense criticism for failing to met the expectation of the masses in job creation.

Even though President Mahama claims over 800,000 jobs have been created by his administration, the figure has been disputed by the opposition New Patriotic Party whilst many think the number is woefully inadequate.

Dr. Bawumia told Citi FM in Accra Friday that most people are without jobs because of government’s misplaced priority: focusing more on taxation instead of production.

“It is not the government really, fundamentally, that creates jobs, it is the private sector that really creates jobs; so what you are trying to do is to build an economy that has the incentive structure for the private sector to create jobs, and this is where we want to head,” he maintained.

He explained that government can achieve that by cutting down on the cost of doing business, interest rate and taxes in the country.

Failure to do that would not create the enabling environment for production which would in turn create jobs, he observed.

“There is lot of taxation on the economy and not enough on production,” Dr. Bawumia stressed.

The NPP vice presidential candidate also chided the government for not using bulk of what it borrows for investment but rather on consumption.

Arthur Simpson-Kent pleads guilty to murdering wife, children

The murdered children

The hairdresser partner of former EastEnders actress Sian Blake has today admitted murdering her and their two children before fleeing Britain for Ghana.

Arthur Simpson-Kent, 49, inflicted fatal head and neck injuries on Sian, 43, Zachary, eight, and Amon, four, before burying them in shallow graves in their back garden in south-east London.

The bodies of Ms Blake, who suffered from motor neurone disease, and her children were only discovered three weeks later on January 5 this year, when their killer was already hiding in Africa.

The partner and alleged murderer of Eastenders actress, Sian Blake, Arthur Simpson-Kent, appears in court in Accra, Ghana today. Arthur Simpson-Kent is pictured leaving the court.
Arthur Simpson-Kent will be sentenced on October 4

Simpson-Kent was brought back to the UK in February and Simpson-Kent was due to stand trial later this year before his guilty pleas.

Her mother and sister attended court to witness Simpson-Kent admit his crimes, and her sister Ava smiled and said afterwards the family were ‘really relieved’.

Simpson-Kent spoke only to say the word ‘guilty’ as each of three murder charges was put to him.

Mark Heywood QC, prosecuting, said: ‘That has this additional advantage that, from the Crown’s perspective, that gives more than ample time for the members of the family of the deceased to attend.

Members of the victim’s family sat in the well of the court as bearded Simpson-Kent spoke to confirm his name before pleading guilty to murdering his family between December 12 last year and January 3 2016.

He will be sentenced on October 4 by Mr Justice Singh.

At an earlier hearing, his barrister Jim Sturman QC said: ‘He admits the killings. There is no objection to that being reported.’

Ms Blake starred in 56 episodes of Eastenders as the singer Frankie Pierre and also appeared in The Bill, Casualty and Doctors before becoming a sign language teacher.

The Met Police reported itself to the IPCC over the handling of the case.

It is believed the family were killed shortly after they were last seen alive on December 13 2015.

Three days later the NSPCC passed on concerns about the children to the police but officers left after speaking to Simpson-Kent at the house in Pembroke Road, Erith.

Simpson-Kent travelled to Glasgow by coach before flying to Ghana via Amsterdam on 18 December.

Murder detectives were not called in to help with the investigation until Ms Blake’s Renault Scenic was found in Calvert Road, Bethnal Green, on January 3 this year.

Sniffer dogs pointed out areas in the garden and on January 5 three bodies were discovered during excavation of the garden.

A post mortem found they died of head and neck injuries.

Simpson-Kent was arrested by Ghanaian authorities in the coastal town of Butre on 9 January after locals recognised him from social media.

He agreed to be extradited on 26 January and on 12 February he was returned to the UK to be arrested by detectives at Heathrow Airport and charged with three counts of murder.

Simpson-Kent, of Erith, southeast London, was remanded in custody.

MP calls for insurance for farmers

0

Rubber Farm

A member of the Lands and Forestry Committee in parliament and Member of Parliament for Nsawam-Aduagyire, Mr Frank Annoh-Dompreh has called for the institution of insurance policy for cash crop farmers.

While making the call on the floor of parliament today, he said the insurance would provide monetary allocations to farmers who lose their crops and livestock due to natural disasters.

According to him, when farmers lose their crops due to natural phenomenon they also lose their source of livelihoods, “this is why we need this policy to form some sort of financial assistance to help them replant.”

“Climate change and irregular rain fall patterns have made Ghanaian farmers vulnerable to losses since most of them do not have the ability to engage in climate smart agriculture,” he said in an interview with Ghana Dadwen’s Bright Asempa.

“The institution of the index farming insurance would make farming more attractive to the youth since they will know their parts of their losses could be covered by the policy,” he said.

“As farming is becoming a riskier venture, investors are shying away from agriculture, however, this insurance will also serve as an incentive for farmers to improve food production,” he said.

He maintained that African countries such as Kenya, Uganda and Ethiopia have implemented same policies that have boosted their agricultural industry.

“We have to start with a pilot implementation for farmers of cash crops such as cocoa, cashew, pineapple, pawpaw and mango,” he urged.

“The cabinet and the executive arm of government must take up this issue and submit legislation to parliament that would amend the Insurance Act to provide coverage for farmers,” he reiterated.

President John Dramani Mahama has parted the country’s security services on the back for what he said is their prompt response to Thursday’s flooding situation in some parts of Accra.

Nearly nine five of downpour caused flooding in many parts of the capital city which has become an annual occurrence for some years now.

Many homes and other  properties were submerged by the intermittent rains which started around 2:00AM Thursday and left scores of residents homeless and others stranded at Odawna, Adabraka, Kwame Nkrumah Circle, Kaneshie, Mallam, Kwashiebu, Mataheko, Alajo, and  Glefe among other areas.

The situation  forced residents in those areas to move to higher grounds to wait for rescue teams to get to them.

Rescue mission

A team of security officers including the Ghana Police Service, the Military, and National Disaster Management Operations (NADMO) moved in to the affected areas to rescue people who were stranded and or had their homes submerged.

At the Odawna-Saraha, the Daily Graphic reported that some residents who were thought to be in danger refused to be rescued by boats to safety. They residents were reportedly more interested in safeguarding their properties.

Good job

In a tweet early Friday, President Mahama commended the swift response by the rescue team, saying ” Compliments again to our security services for the prompt response to the emergency created by yesterday’s heavy downpour”.

Thursday’s downpour is the first worst episode after the June 3 disaster  in Accra that left more than 150 people dead and properties running into billions of cedis destroyed.

BoG assures safety in digital financial market

0

Millison Narh

The Deputy Governor of the Bank of Ghana, Millison Narh, has said the bank will soon initiate measures and policies that will ensure supervision in the digital finance market which will protect consumers against fraud.

“We assure you that the bank is undertaking additional measures to facilitate digital finance in Ghana. The bank will soon initiate a process to revise the Electronic Money Issuers (EMI) guidelines. It is expected that the revised guidelines would assist to remove any impediments to scaling up financial inclusion with digital technology…Adequate safeguards would have to be put in place to protect the consumer from fraudsters and agents of mobile money operators,” he said.

According to Mr. Narh, the move has become necessary because of the impact financial inclusion has on poverty reduction and economic growth; as well as the increasing rise of electronic fraud, which data from the central bank indicates, accounts for more than 80 percent of all complaints and fraud cases the central bank receives.

Mr. Narh was speaking at the launch of the “Ghana Digital Financial Services Initiative” in Accra organized by the International Finance Corporation (IFC)  , together with the State Secretariat of Economic Affairs of Switzerland (SECO), and the Consultative Group to Assist the Poor (CGAP).

The 2015 Global Index Survey revealed that Ghana has made significant progress in promoting financial inclusion. According to the report, the proportion of adult population using formal financial services rose from 29.4 percent in 2011 to 40.5 percent in 2014.

This, Mr. Narh said, can be attributed to the bank’s intervention to introduce some policies such as the National Payment Systems Strategy, which seeks to promote the use of electronic payment over cash; and the EMI and agent guidelines aimed at promoting safe and secure issuance and acceptance of digital money.

Mr. Narh further stated that the central bank’s interventions led to a marked increase in mobile money transactions within the past three years in which the amount of mobile money float balances with partner banks was GH?223.3million in 2014 to GH?547.9million.

He added that the bank has developed a web portal to gather data on digital financing from industry players which would be operational by the third quarter of the year, adding that, stakeholders must support the project by sharing relevant information and also complying with safeguards in the industry.

The $5.6million Ghana Digital Financial Services Initiative which is funded by SECO will provide regulatory and market capacity and also provide direct advisory services to two industry actors to increase the reach of digital financial services in support of inclusive economic growth.

The IFC Head of Financial Institutions Group Advisory in Sub-Saharan Africa, Riadh Naouar, said as part of the project, his outfit will provide direct technical assistance to two digital financial services providers for two years to help build their capacities to help better their services.

He urged all stakeholders to take keen interest in making financial services available to low-income earners, micro-entrepreneurs, smallholder farmers and rural populations to promote equality of opportunity and inclusive economic growth.

Additionally, the Head of Operations of SECO, Economic Cooperation and Development, Ivo Germann, said that the full implementation of the project will make financial services cheaper and more accessible to customers, thereby creating the opportunity for financial services providers to expand their business.

9 dead in 3wks on Anglo Gold mines, company calls for help

0

Illegal miningNine people have died in a period of 3 weeks on the Obuasi Gold concession of Anglo Gold Ashanti Mines due to lack of effective and “meaningful intervention by state authorities” to curb the menace of illegal mining.

The company has largely blamed the withdrawal of government soldiers from their mines earlier this year for the growth in the illegal activities, a move that has “has emboldened the growing number of illegal miners to intensify their activities in increasingly dangerous conditions.

“It is also our understanding that the increasing number of illegal miners in a lawless environment has heightened tensions, creating significant potential for conflict.”

The company in a statement said “AngloGold Ashanti Ghana personnel continue to receive reports of serious injuries and fatalities sustained by illegal miners in hazardous working conditions.

“It is understood that of the most recent deaths we are aware of, five people died following smoke inhalation, two occurred after a stope collapse, one died in blasting and one other individual succumbed to injuries including fractures and lacerations. We send our sincere condolences to the families of the deceased.”

Below is the full statement from the company:

AngloGold Ashanti Ghana notes the tragic death of at least nine illegal miners operating on its Obuasi Gold Mine in the past three weeks alone, and again urges authorities to find a peaceful resolution to the occupation of the site, now in its fifth month.

Lack of meaningful intervention by authorities since the initial invasion of the site in early February, has emboldened the growing number of illegal miners to intensify their activities in increasingly dangerous conditions. It is also our understanding that the increasing number of illegal miners in a lawless environment has heightened tensions, creating significant potential for conflict.

The incursion of illegal miners followed the withdrawal of government military protection from the mine on Tuesday, 2 February 2016, after initial incursions on 30 and 31 January 2016. Initially the company reported there were several hundred illegal miners on site, but now has reason to believe the number has grown significantly, potentially into the thousands.

Due to the ongoing safety concern, it is difficult to verify. The employees remaining on site are performing critical tasks including underground pumping and ventilation, water treatment, provision of medical services and maintenance of electrical facilities that provide power and water to employee homes and surrounding communities.

AngloGold Ashanti Ghana personnel continue to receive reports of serious injuries and fatalities sustained by illegal miners in hazardous working conditions. It is understood that of the most recent deaths we are aware of, five people died following smoke inhalation, two occurred after a stope collapse, one died in blasting and one other individual succumbed to injuries including fractures and lacerations. We send our sincere condolences to the families of the deceased.

The company has reported these deaths to relevant local and national authorities, along with regular updates on the situation on site, warning of the growing potential for a significant underground accident if this large-scale illegal mining is allowed to continue. The company has also continued to seek engagement with the Government to urge actions that will peacefully restore law and order to the site.

AngloGold Ashanti Ghana notes comments last week by Ashanti Regional Minister, Honourable John Alexander Kobina Ackon, that addressing the growing problem of illegal gold mining is a priority for him. A May 27 report by Ghana News Agency, following a meeting of the Regional Coordinating Council, said the Minister was determined to do everything to rein in the miners, wreaking havoc on the environment and threatening the very survival of the people.

In an interview with the BBC which aired on May 19, the Minister said law and order at the Obuasi Gold Mine would be restored very soon and that he was convinced that it will be sooner rather than later. The Minister had also provided similar assurances directly to

AngloGold Ashanti Ghana, pledging that restoration of law and order was imminent.

Still, the ongoing illegal occupation of the site, and the inexplicable inaction of the authorities over this protracted period, has continued to jeopardise the mines viability and compromised the rights of community members and investors in Ghana alike. Now more than ever, AngloGold Ashanti Ghana urgently calls on the government to assist in upholding the law and returning safety and security to the site before further loss of life and environmental damage occurs.

Only once there is clear evidence of restoration of law and order, can the company obtain sole use of the site and commence the process of fully assessing the condition of the site.

Second Lady congratulates Spelling Bee finalist Afua Ansah for holding the flag of Ghana high

0

Spelling Bee

The wife of the Vice President, Mrs. Matilda Amissah-Arthur, has called on the youth in the country to take advantage of educational opportunities that abound in their areas seriously in order for them to become future leaders.

According to her, education is critical and key in nation building.

Mrs. Amissah-Arthur gave the advice on Thursday, June 9, when 14-year-old Ghanaian Afua Ansah, who was among 45 finalists for the 2016 Scripps National Spelling Bee, called on her in her office.

Ms Ansah was there together with Phoebe Naaki Odei, who also won the national French Spelling Bee in Ghana.

Mrs. Matilda Amissah-Arthur praised her for holding her nation’s flag high across the world, making the nation proud.

She said they have brought much honours not just for Ghana but for the African continent.

As a librarian, she said, she was very  proud to see them do well, especially Afua answering questions from reporters after being crowned as Ghana’s first ever finalist for such an event.

She advised that Afua should be used as a role model for other Ghanaian children, so that they will emulate what she has been able to achieve in the area of education and as a spelling ambassador for the youth and future generations.

Mrs. Matilda Amissah-Arthur urged Ghanaians to celebrate Afua as a living testimony to encourage others “so that we would get more of her type as a nation,” adding that a reading nation is an informed nation.

As part of her educational reform agenda by encouraging school children to read, Mrs Amissah-Arthur donated some educational materials and a laptop to Afua and Naaki for the successes they have chalked.

She used the occasion to advise the youth not to allow deprivation to be an obstacle to their education and put in extra effort in learning in order to add value to their lives.

She urged the youth to cultivate the habit of reading, saying “as you read, you learn good values and principles, which can help you, go far”.

She also urged them to see themselves as the future leaders and use the opportunities at their doorsteps to learn hard and dream big in order for them to become responsible and better citizens in the near future.

Thanking the Second Lady, Afua said: “It felt incredibly exciting, it was beyond my wildest dreams, to finally make it on my first try”.

“It has been quite intense because we have been working on the word list for quite some time.”

Afua said she looks forward to sharing the experience with her friends and family.

She further stated that she was feeling very proud to be doing this on behalf of my country.

“I feel like an ambassador of Ghana so I am proud to carry the flag of my country at the finals.”

The demon of fame & money destroyed Tiwa’s marriage – Chief Dele

0

Tiwa Savage

Nigerian businessman and founder of Ovation magazine Chief Dele Momodu says the demon of fame and money destroyed his compatriot Tiwa Savage’s split from her husband.

The popular Nigerian musician has been in the news recently accused of infidelity by her husband Tee Billz, who claims she has been sleeping with her manager Don Jazzy.

The couple had one of the extravagant wedding ceremonies in recent times on April 26, 2014 at the luxurious Armani Hotel, Burj Khalifa, Dubai.

Speaking on 3FM’s Sunrise morning show hosted by Winston Amoah, Chief Dele said the demon of fame and money was the main cause of the break-up.

“It’s very unfortunate because I love Tiwa and TJ together and I attended their traditional wedding.

“We were all very happy for them as they were all lovey dovey together smooching, kissing and you could see the chemistry between them and it’s just unfortunate.

“Sometimes fame and money can attract the demon and I think it’s the demon of fame and money which is affecting their marriage.

“I have advised them publicly because I tried to speak to Tiwa and I didn’t get her so I was able to send a message on my Twitter page saying that no matter what happens, go back to your husband and your husband should also come back to you.

“My adopted father Chief Moshood Abiola used to advise me especially when I got married in 1992 that no matter what happens you and your wife will quarrel but when the quarrel is getting to a climax, remember the innocent people you invited to your wedding because they didn’t invite themselves. So anytime you think of breaking up please pity us and don’t waste the time we spent coming to your wedding”.
