Let me ask you all a question: Does Ghana need a new capital city?

Before you answer, consider my argument. As I was lying in bed contending with ‘dumsor’ on a rainy Monday morning, the thought of Accra filled my mind. I’m the host of Sunrise, and this week, we’re focusing on our capital via daily discussions we’re calling ‘The Accra Series’.

In 2013, as part of its recommendations to the president, the constitutional Review Implementation Committee proposed that Ghana should have two capital cities. It would follow Nigeria and Ivory Coast’s footsteps: an economic capital and a political or administrative capital. Accra is flooding again, so of course this has become topical.

Those who support relocation say Accra is choked, we need a new model capital city like Abuja in Nigeria. Others, like Alfred Kwasi Opoku, the President of the Ghana Institute of Planners, believe what we need is a change of attitude. Mr. Opoku believes if we do not change our attitudes, we will be faced with the same challenge even if we change the capital city.

So does Ghana need a new capital? My answer is NO. Do we need attitudinal change? My response is YES.  Most Ghanaians may have been educated on the effects of poor sanitation and building on water ways, but hey what do we see? Same old story.  So you see why we need another approach?

I believe the best way to solve the congestion in Accra is by creating growth poles in other regions of the country. Development is not uniform and thus needs a deliberate effort by government to develop other regions of the country around a core industry.

So let’s take the Western Region as one example. We could create a petrochemical industry. This could be linked to others, such as the fertilizer and plastic industry. What this means is: you will have people from other parts of the country – including Accra – moving to this new petrochemical industry and linked industries. Similarly, it would halt the migration of people from Sekondi-Takoradi to Accra.

I remember when I was working with a radio station in Takoradi. Most people who spoke to me advised me to move to Accra since I was doing so well. So today here I am in Accra. I am one of millions who has migrated here. And of course there are also those planning to move here; and many, many more who will relocate if we do not develop the other regions of the country.

Just look at Kumasi. Can’t government deliberately create a growth pole in the Ashanti Region? There is the Suame Magazine that specializes in vehicle repairs. There is also the Kwame Nkrumah University of Science and Technology. Can’t we convert Kumasi into the technological hub of Ghana? This will ensure that people who migrate from the North to Accra could at least stay in Kumasi to work.

So you see Accra can work again if we make a concerted effort at decongesting it. In building a nation you need growth poles. Everything must not be concentrated at one point here in Accra.

What will it take to fix Accra? This is the question on Big Issues this morning on 3FM, 92.7’s SUNRISE.

3FM, 92.7’s morning show, SUNRISE has embarked on the Accra Series this week to put the nation’s capital under scrutiny. The series is a national dialogue on the state of Accra and the way forward.

The nation’s capital is grappling with so many challenges. The biggest is the floods. Fixing Accra to become one of the most outstanding capitals in Africa will take a lot of discipline from both the citizenry and the government.

Successive governments have spent lots of funds in trying to achieve this. But the problem persists. After constructing roads and drains to enable easy vehicular and water movement, much is left to be done.

Yesterday on the Accra Series on SUNRISE, the question was whether the capital city should be moved to another location. The general consensus was; let’s fix it instead.

So what does it take to fix Accra? This is the question we are attempting to answer today on SUNRISE.

In the studio will be Mr. Osei Agyemang from the Institute of Architects and Mr. Timothy Ayidoho, from the Lands Commission. He is also an expert in Town and Urban Planning.

Vigils have been held in Orlando, Florida, and around the world for the victims of Sunday’s deadly gun attack on a gay nightclub.

A Muslim cleric told those attending the Orlando event that Muslims stood united with them against “the ideology of hatred, death and destruction”.

Similar gatherings have been held in countries including France, Australia, the UK and Germany.

The attack on Orlando’s Pulse nightclub left 49 people dead and dozens wounded.

US authorities say gunman Omar Mateen pledged allegiance to so-called Islamic State (IS) shortly before the attack.

Several Pulse customers have told US media that Mateen was a regular visitor to the nightclub.

“Sometimes he would go over in the corner and sit and drink by himself, and other times he would get so drunk he was loud and belligerent,” Ty Smith told the Orlando Sentinel.

Other witnesses said they recognised him from gay dating apps.

President Barack Obama is due to travel to Orlando on Thursday to pay his respects to the victims.

Thousands of people gathered in central Orlando on Monday night, holding candles and flowers in tribute to the victims.

Imam Muhammad Musri, of the Islamic Society of Central Florida, said the attack had been “an act of terror, an act of hate”.

“We condemn the ideology of hate and death and destruction and we call for all Muslim leaders and communities across this nation and across the world to stand up and to deal with this cancer and to remove it once and for all,” he said.

The vigil was held outside the area’s main performing arts venue, the Dr Phillips Center, which has become the site of a makeshift memorial.

“Pulse gave me confidence, made me realise I was normal and so much like everyone else,” said Cathleen Daus, a former employee at the club who attended the vigil.

In New York, the lights of the Empire State Building were turned off as thousands attended a memorial event for the Orlando victims.

A vigil was also held in London’s Soho district, the hub of the city’s gay community, and there were cheers as 49 balloons were released, one for each of those who died.

Australia’s landmark Sydney Harbour Bridge was lit in the rainbow colours of the gay community flag as hundreds gathered to pay tribute.

“This could have happened anywhere,” Paul Savage told AFP news agency at the candlelit vigil.

Paris’s Eiffel Tower was also lit up in rainbow colours, as well as the colours of the US flag, as people held a memorial to honour those killed and injured in Orlando.

In Berlin, more than 100 people gathered outside the US embassy to light candles, lay flowers and wave rainbow flags.

The deadliest mass shooting in recent US history ended when police shot Mateen dead. The attack also left 53 people injured, five of them in a serious condition.

On Monday, President Obama said the inquiry was being treated as a terrorist investigation.

However, he said there was no clear evidence that Omar Mateen was directed by IS.

FBI Director James Comey said there were “strong indications of radicalisation and of potential inspiration by foreign terrorist organisations”.

“We’re highly confident this killer was radicalised at least in some part through the internet,” he said.

The two presumptive candidates running for US president spoke about what they would do to stop similar attacks.

Republican Donald Trump said changes were needed to the US immigration system which he blamed for allowing Omar Mateen’s family to come to the US from Afghanistan.

Democrat Hillary Clinton called for action to stop militants getting hold of assault rifles, saying weapons of war had no place on America’s streets.

What happened on the night?

Mateen began shooting inside the club around 02:00 (06:00 GMT) on Sunday, when the club was holding a Latin night and was packed with revellers.

An off-duty police officer working at the club fought Mateen in a gun battle before police reinforcements arrived.

President John Dramani Mahama is scheduled to officially launch his 2016 election campaign in June,  the Greater Accra Regional Organizer of the National Democratic Congress, Mr Anthony Nukpen, has revealed.

Speaking on Onua FM’s current affairs programme, Ghana Dadwen on Monday, he said the President will from Tuesday resume his Accounting to the People tour from the Greater Accra where he is scheduled to inspect and inaugurate a number of projects by his government.

He told the host of the show, Bright Asempa that President Mahama will launch his campaign after the tour of the region but did not give further details.

President Mahama is expected to visit all the metropolitan, municipal and district assemblies in the region to inspect ongoing projects and also inaugurate completed ones, Mr Nukpenu told Onua FM adding Mr Mahama will hand over 100 buses to some selected schools in the country.

“This is a governance tour to check all the projects he has embarked on to know where it has gotten to but not a campaign tour as it is being said,” the Regional Organiser emphasised.

He said President Mahama as part of the tour interact with traditional rulers and fishermen in the various communities in the region.

He mentioned Ada, Sege, Saglemi and Ningo Prampram as some of the places the President would be visiting, noting he would inspect the 22km road from Kase to Ada as well as some housing projects in the region.

President Mahama will also inspect the ICT Park developed at the free zone’s enclave as part of the tour which will end on Friday June 17.

Central Region floods: Death toll hits 10

The rains has caused devastation in most parts of the region

A total of 10 people have died in the Central Region as a result of four days of downpour, which has caused flooding in parts of the region resulting in collapse of structures.

The National Disaster Management Organisation  [NADMO] in the region is mean while advising people to take precautionary measures as more rains are expected in the coming days.

A 16-yearl-old girl died in Cape Coast when a wall collapsed on her while she was sleeping. In Komenda Edina Equafo Abirem Municipality, two ladies and an eight-year old girl were killed by a building collapse as a result of the torrential rains.

The floods also drowned two other boys aged about four years in the municipality when they fell into a pit while bathing in the rain.

In Kasoa, two people aged between one and three died when they feel into a pond while playing, while a boy of about 10 years was drowned when he fell into the River Akora in Swedru in Agona West.

“We are still under educational drive advising the citizens to be careful of themselves as the rain set in, particularly with the issue of electricity installations,” Regional Chief Disaster Manager at NADMO, Emmanuel Sandy Amartey Snr told 3News.

Speaking to our correspondent Thomas Cann, he advised people in the region to avoid getting close to electricity installations as well as desist from washing their feet under floodwater.

“We’re talking to people living around low-lying grounds to vacate their premises and either join their brothers and sisters…the rains this time is falling heavily that if you underrate the rains, you’ll be taken by surprise,” he warned.

Mr Amartey said NADMO is on educational drive appealing to everybody in the region to heed to their call to avoid more casualties as a result of the rains saying “We are appealing to everybody to heed this call in their own interest and for mother Ghana.”

Touching on NADMO’s preparedness to respond to emergency situations, he said they are “well-equipped”, noting resources are available to take care of every situation they may be confronted with.

He, however, said that should not mean people should mismanage themselves, saying, “We’ll make sure we offer them relief but we are not going to ask people to depend on NADMO relief and to mismanaged themselves. Think of yourself first.”

The Chief Executive of the Kumasi Metropolitan, Kojo Bonsu, has advised candidates sitting for the year’s Basic Education Certificate Examination in the metropolis to abide by the rules and regulations governing examination process.

He tasked the candidates to eschew acts that could have negative impact on the examination and their results.

Mr Kojo Bonsu who visited some examination centres in the Kumasi metropolis with some officials of the education directorate also urged the candidates to exude confidence in answering the questions.

“This examination is not any different from the internal examinations you have been writing in your school so there is no need for you to panic. Just be confident and study well for a better results”, he told the candidates.

The Kumasi Metro Education Director, Alexander Attah-Asante, said his outfit has psyched the minds of the candidates and prepared them well for the exams which begun Monday, TV3’s Ibrahim Abubakar reported from the Ashanti Region.

Mr Attah-Asante was hopeful the pass mark for 2016 BECE will exceed that of the previous years.

A total of 91,349 candidates comprising 46,931 males and 44,418 females in Ashanti region are taking part in this year’s BECE.

From the Eastern Region, TV3’s Yvonne Neequaye reports that the Regional Education Directorate has warned invigilators to eschew acts that could compromise the examination, noting the exam must be devoid of any malpractice.

A total of 44, 028 candidates are writing the exams in the region.

She reported that security had been tightened as officials of WAEC and Bureau of National Investigations were said to be monitoring the various centres.

The Regional Minister, Mavis Frempong, was hopeful the region’s performance would get better.

Is Accra Engineered?

Ghana’s capital, Accra, lacks efficient and effective engineering, say planning experts and engineers. Ordinary citizens agree.  And they want something done, other than politicians’ rhetoric. 

On today’s Community Connect on 3fm92.7, we tackle this issue after another weekend of rain.

We’re joined by President of Ghana Institute of Engineers, Ing. Dr Kwame Agyeman Boakye. He says, Ghana is going nowhere without engineers, and that national development “must encompass the ability of a nation to improve the lives of its citizens.”

Dr Boakye further noted that “technological advancement must translate into effective living, adding that development problems are engineering problems.”

Over the years, planning experts, engineers and ordinary citizens say planning is haphazard. There is no thought for the future.  As a result, the slightest rainstorm means streets get flooded. And then there is the deadly impact of uncollected refuse, another regular source of discussion.  Rubbish blocks drains, forcing water to spill into places they are not meant to be.

The show will take the pulse of the state of the city from listeners. The weekend rain left several parts of the city of Accra underwater, prompting President John Mahama to hit the streets on his motorbike to better understand the situation.

NPP is preparing its youth to govern Ghana – Mike Ocquaye

The Head of NPP’s Legal and Constitutional Committee, Prof Mike Ocquaye has shoved aside NDC’s propaganda towards the NPP, intimating that the party is rather focused on putting its programmes together on how to better manage the country when voted into power.

Prof. Ocquaye was reacting to comments by some leading members of the governing National Democratic Congress that the NPP cannot govern Ghana because it is even unable to put its own house in order.

He disclosed that the government under the NPP would be manned by the youth, who are being groomed by the party.

 “Our youthful, up and coming people who are going to be ministers, not people of my category anymore. They are there. We are screening them, we are normalizing them…

“We want competent men and women, who when they go (to) abroad to negotiate for Ghana, people will give them real regard.”

He shared an experience whilst in China negotiating for the construction of the Bui Dam and how his side wowed their Chinese counterparts.

“I believe they were so impressed with the delegation that they came to announce they will continue with us in the afternoon. When we came, the leader of the delegation had been demoted to number three… ”

He noted that the person in question was the second highest person in the Chinese Communist party at the time.

This was because the Chinese conceded that the delegation from Ghana was serious which helped in facilitating the negotiation, he claimed.

This is what the NPP is preparing for, Prof. Mike Ocquaye asserted.

A 10-year-old boy was killed Sunday evening when he was electrocuted after he touched a container shop at Dichemso in Kumasi in the Ashanti Region.

An Electricity Company of Ghana pole was said to have fallen on the container which is located near the Serwaah Nyarko Senior High School and being used as a shop, TV3’s Benjamin Aidoo reported.

The boy was said to be passing by the container with some friends when he touched the container, giving him an instant electric shock. He was said to have shouted for help but people arrived at the scene late.

His yet to be identified.

Microsoft buys LinkedIn for $26.2b

LinkedIn has a new status update: The business social network has been acquired by Microsoft for $26.2 billion in a cash deal announced this morning.

Microsoft will pay $196 a share to purchase LinkedIn, a professional social network with more than 400 million members around the world, according to terms of the deal announced by both companies.

“The LinkedIn team has grown a fantastic business centered on connecting the world’s professionals,” Microsoft CEO Satya Nadella said in a statement.

“Together we can accelerate the growth of LinkedIn, as well as Microsoft Office 365 and Dynamics as we seek to empower every person and organization on the planet.”

The transaction is expected to be complete by the end of this year.

Microsoft’s statement said the company plans to retain Jeff Weiner as CEO of LinkedIn and added the social network will continue to operate as an independent brand. Reid Hoffman, chairman, co-founder and the controlling shareholder of LinkedIn also approved the sale, according to the statement.

“Today is a re-founding moment for LinkedIn. I see incredible opportunity for our members and customers and look forward to supporting this new and combined business,” Hoffman said in a statement.

“I fully support this transaction and the Board’s decision to pursue it, and will vote my shares in accordance with their recommendation on it.”

LinkedIn’s stock closed at $131.08 on Friday, a drastic decrease from the company’s peak of almost $260 a share last fall.

News of the acquisition sent the company’s stock price surging 48 percent during pre-market trading this morning with shares reaching $194.30 before the market opened.

Esi inspires BECE candidates

The reigning queen of Ghana’s Most Beautiful, Esi, has urged candidates taking  part in this year’s  Basic Education Certificate Examination (BECE) to downplay nervousness and master courage to write the exams.

The beauty queen gave this advice on Monday, June 13 when she visited some centres in Cape Coast.

At the Wesley Girls High School, where 461 candidates are expected to write the exams, she advised students not to be intimidated by the fact that it is their first external examination but be courageous and answer the questions very well.

“Don’t be afraid and be nervous but believe in yourselves that you can make it. Myself and the teachers you see around all wrote same exams too,” she intimated.

Esi reminded them also that when they let fear grip them, it is likely to forget all that they have learnt.

Esi also urged the candidates especially the girls to come out with good grades so they could gain admission to most of the schools in the Central Region.

“As you are aware, Central Region boasts of the best schools in Ghana. This very centre you are going  to take the exams, Wesley Girls High School, Mfantsiman Girls School, Mfantsipim School and Adisadel College are all among the best which I want to see you  get admission to,” she said.

She, however, cautioned them against any form of examination malpractice and be of good  behaviour and wished  them very  well in their  exams.

“I wish you all the very best of luck and may the LORD be with and remember education is the key to success.”

Speaking to TV3’s Thomas Vincent Cann shortly after her tour, Esi said her visit to the centre was to encourage the candidates to do well.

She reiterated that such moves will help the pupils aspire to greater heights.

She expressed worry about the number of indigenes from the Region who are not able to gain admission into the senior high schools there.

“I and my team from my foundation, Pempamsie Foundation, decided to take it upon ourselves to go round as a way to encourage the kids to make it in the exams.

“We realised that they sometimes need such stuff like me being a public figure that most of them look up to to talk to them.”

Esi was also at the Adisadel College centre, 562 candidates comprising of 15 schools are expected to write their exams.

She also hinted on an upcoming event on the 18th June at the Centre for National Culture (CNC) in Cape Coast for the BECE graduates by her Foundation in collaboration with Rufhaus Entertainment dubbed: All Schools Fiesta.

“The event is an entertainment one targeted at advising the children not to lead any promiscuous lives that may lead to social vices. I and other stakeholders from the education sector and some guardians and counselling experts will talk to them”.

The Central Region expects 48,949 candidates to be part of this year’s BECE.

WAEC denies claims BNI will accompany BECE papers

The West African Examination Council (WAEC) has denied claims by the Ghana Education Service (GES) that BNI personnel will accompany WAEC officials in the distribution of examinations papers for this year’s Basic Certificate Examination Certificate Examination (BECE) scheduled from June 13-17.

“WAEC has police unit within WAEC who will accompany the questions to the depot and they will still accompany the questions from the depot to the various examination centers. I am not aware of any directives and recommendations which says we should use the BNI instead of the police”, the Public Affairs Director of WAEC, Mrs. Agnes Teye-Cudjoe, told Onua FM’s Yen Sempa hosted by Kwame Karikari on Monday.

GES last week announced that personnel of the Bureau of National Investigations will now accompany WAEC officials in the distribution of BECE papers which began today.

The rampant leak of examination papers at the basic and second cycle level has been great source of concern to parents and students alike.

The Director General of the GES, Jacob Kor, said the GES had concluded with the Ghana Police Service and the Bureau of National Investigations to help provide effective security and quality control monitoring mechanisms throughout the period of the examinations, a move which forms part of its measures to avert examination leaks.

But Mrs. Teye-Cudjoe said WAEC is only aware of the police escort and not that of the BNI.

She also rejected claims by the GES that the examination papers would be flown to other parts of the country like Kumasi and Tamale.

“We have no recommendation to fly the papers to other parts of the country,” she noted.

EXAMINATION MONTH POSTPONED

On the suggestion that WAEC should change its timetable because June is a raining reason, Mrs. Teye-Cudjoe explained that, previously, the examination was conducted in April which was not a raining season, but GES wanted the children to have more time with the teachers that was why it was shifted to June.

She said stakeholders can meet and deliberate on the suggestion to have the timetable changed.

6,812 RESULTS WITHHELD

In 2015, WAEC withheld results of 6,812 students who allegedly indulged in various malpractices in the 2015 BECE.

The widespread leaks of some of the BECE papers compelled WAEC to cancel five papers.

The affected subjects were English Language 2, Religious and Moral Education 2, Science 2, and Mathematics 2 and Social Studies 2.

BECE BEGINS TODAY

About 461, 013 candidates from 14,267 public and private Junior High Schools in the country will today [Monday] take part in the Basic Education Certificate Examination.

The candidates are made up of 239, 963 males and 221, 050 females. They would be supervised by at least 15, 695 invigilators.

NPP urges WAEC to ensure sanctity & integrity of BECE

The youth wing of the New Patriotic Party (NPP) has urged the West African Examinations Council (WAEC) to ensure that this year’s Basic Education Certificate Examinations (BECE) are conducted without leakages.

The party’s youth wing says the cases of leakages that characterized past exams put “perennial pain, inconvenience and pshychological trauma” not only on the candidates but also on parents and it is the responsibility of WAEC to prevent that.

“We wish to call on the West African Examination Council (W.A.E.C) to take all the necessary steps to ensure that the integrity and sanctity of this year’s examination is preserved to the fullest,” the NPP’s youth said in a statement released prior to the start of the 2016 exams.

The exams began on Monday, June 13 with English Language and Religious and Moral Education and scheduled to end on Friday, June 17.

“Having persevered to come this far amidst all the daunting challenges the current Ghanaian student is faced with at each level of our educational system, it is the prayer of the entire Youth Wing, that the Almighty will be your guide and also grant you retentive memory to successfully scale over this all important exercise meant to prepare and usher you into the realms of higher academic pursuits.”

Signed by the National Youth Organiser Sammi Awuku, the statement also advised candidates to “make a conscious effort to abide by all the rules and regulations associated with the conduct of this year’s examination”.

Ghanaians should be analytical in their attitudes – Prof. Ocquaye

Former Second Deputy Speaker of Parliament in the Fourth Parliament under the Kufuor administration, Prof. Mike Ocquaye has asked Ghanaians to be analytical in their attitudes.

He asserted the importance for people to learn not to just speak anyhow, but justify what they say.

The former MP for Dome Kwabenya was speaking in an exclusive interview on SUNRISE on Monday.

Explaining how he got into active politics, Prof. Ocquaye, who is a Minister of God, said  after engaging the NDC in debates on GTV’s “Talking Points” programme, he discovered his love for public discourse.

Prof. Ocquaye had been on the popular TV program in 1991, 92, 96 and then 2000. He recalled “… going to speak against the PNDC, NDC was not a joke”.

“I debated every one of the NDC people, President Mahama himself, Spio Garbrah, Dr. Tony Aidoo and a whole lot of them came,” he recounted.

Prof. Ocquaye said he felt it was his civic responsibility to let his experience bear on issues discussed on the show by way of analysis especially when people came up with pronouncements that were verifiable and historically wrong.

“It sounded incongruous to my ears and I felt that these things must be explained.”

He emphasized his call on the public to be more circumspect with their utterances.

“People must learn, people cannot say anything, they must name their source they must justify what they are saying and we must be analytical in our attitudes.”

Professor Mike Ocquaye was Energy and later Communications Minister under the Kufuor regime. He was also Ghana’s High Commissioner to India in 2002.
